Tethering question...

Does anyone know if it's possible to tether an HTC Desire or Samsung Galaxy to a laptop running Windows XP and use it as a dial-up modem connection? I've found a lot of conflictng informaton, and I'm needing a straight answer ASAP. The company I'm getting the phone from is not much help; they say they don't care if I do it, but they're not telling me how, either. This is pretty much my last chance at acquiring a working internet connection in my home, and I'm getting kinda close to the end of my rope here. Any help would be much appreciated.
