I've tried converting it to hex, to ascii85 and a couple more things. It's 19 bytes instead of 16. Been mulling it all afternoon. There's probably a simple key that I am missing. It'll probably come to me while I'm sleeping.

Honestly, Peripherie, this is more complicated than most Mafia games we do.   Usually we just have the Werewolves and Alpha on one side, and the Guardian, Seer, and Peasants on the other.
