someone else suggested the idea first. Can I suggest the same idea just maybe written in a different way? I'd love to rp it and although I PMed the original poster asking to rp I got no reply.

There is no claim on RP ideas. If you put one up with your own words it is completely fine. What is not permitted is a direct copy paste of the story/words.
