How do you create an avatar?

I have a picture that is .jpg and is 463 kbs. I want to make it an avatar but I do not know how. I figure I could look it up, but I don't know if elliquiy is unique from other forums and such when it comes to avatars. Thank you for the help!

Just make sure it's under 150 wide by 200 tall.
