I've got a chip manipulating martial artist who is a cross between Johnny Cage, Vegeta, and Iron Fist almost done. I'll put the finishing touches on him after work. I have a few questions though: is chi manipulation (a'la Iron Fist) too much of a stretch for the setting? Also, is it a problem if he's already a famous actor?

No. This is an overall super power setting, so stuff like Chi Manipulation would be possible. And he can be an actor, just he hasn't made it successfully as a hero.

I was thinking about a hero named "Legion".  He can create copies of himself with a limiter being each time he creates a duplicate he gets marginally less intelligent and...civil.

So essentially the more clones he makes, the more feral/rage prone/unreasonable/etc... he becomes?

The more numerous he becomes...the more feral/rage prone/unreasonable/susceptible to influence, etc...

Of course we'd want to set up a scale of sorts?  Perhaps with practice, training etc he can increase the number?

At what number is "critical mass" where he becomes more a liability than a help?  etc...

Power Class: Class 1
Power(s): -Awakened Chi. Tyler can manipulate his own chi, or life energy, to enhance his physical attributes such as strength, speed, durability, stamina and agility to superhuman levels. Typically a Chi user expends power from an aura of ambient Chi that surrounds them, but they can draw on a much smaller pool of internal, or Chakra Chi in times of great need. This is, however, very dangerous. Internal Chi is generated by the living energies of the body, and drawing on it too much can be debilitating or even fatal. Tyler can restore his entire pool of chi within an hour provided he can engage in peaceful meditation.
-Chi Enhancement. While he has Chi remaining, he typically increases all of his physical attributes across the board, for a lifting capacity of two tons, speed and stamina sufficient to run at 60 mph for up to three minutes, enough durability to withstand direct small arms fire without harm at ranges of thirty feet or greater and agility, senses and reaction time keen enough to dodge bullets and other fast-moving projectiles at approximately ten feet away and navigate unhindered even in total darkness by using his other five senses. He can focus his chi to enhance a specific physical attribute beyond these limits, though this depletes his chi quickly and requires intense concentration.
-Chi Healing. By entering a meditative trance and focusing his chi on healing his body, Tyler can recover from even greivous injuries at an accelerated rate, able to recover from broken bones in a matter of days and even bring himself back from deaths door in the space of a week. His control over and awareness of his chi is sufficiently refined that even if he is rendered unconscious he can enter this healing trance reflexively.
-Chi Sense. Like all Chi users, Tyler can sense the flows of chi around him and within other living beings, and can even identify a disguised individual by their unique chi pattern if he has seen them often enough to know their pattern.
Abilities:-Peak physical fitness maintained by a regular regimen of intensive exercise, with a focus on agility, speed, and stength.
-Tyler has mastered three types of Karate, American Kickboxing, Savate, and the stealthy acrobatic style of the Tiger Warriors, and is proficient in Jujutsu, Judo, Tae kwon do, Aikido, several forms of kung fu, and even spent a brief stint as a professional wrestler. His unique fighting style combines all of his fighting knowledge into his own egotistically named but terrifyingly effective Iron Tiger style which combines swift, dynamic acrobatic moves and lightning-fast, bonecrushing strikes. In combat he is a constantly moving target, bounding around the battlefield and hitting his opponents from every angle to overwhelm theirs defenses before striking a decisive blow, and he looks extremely cool while doing it.
-Tyler is a talented actor, despite what the movie critics say.
-Skilled in the stealthy ambush techniques taught by the Tiger Warriors.

Signature Techniques
Tigers signature techniques, refined by years of training and application in hand to hand combat. Each one is powerful, but consumes Chi faster than his other moves.

-Leaping Tiger Pounce. A staple move of all Tiger Warriors used to close the gap between themselves and their opponents, this move is a lightning fast aerial takedown executed by focusing chi into the legs for a split second to get a burst of explosive energy that propels the user like a human bullet, and it can even launch the user up fast and high enough to bring down flying opponents.

-Iron Claw of the Celestial Tiger. A single devastating chi powered strike that is Iron Tigers most famous technique, the Iron Claw is a fast and powerful blow that can pulverize stone and bend steel when used by Tyler, and against enemies too tough to be broken the sheer force of the blow either stuns them or sends them flying. Unfortunately when it misses, it leaves the user overextended, unbalanced and very vulnerable.

-Rabid Tiger Frenzy. Tigers ultimate technique is a risky but potentially devastating move best used against large or very slow opponents. The user makes himself into a gushing geyser of chi and opens with a trio of relatively slow but powerful strikes to disorient his opponents that increase in speed and power with each hit that lands until their strikes are a blur to the naked eye. If a hit misses the users chi flow and momentum are both broken, and the combination ends. If the technique misses entirely the user is left stunned momentarily as the chi flowing through him discharges wildly into the space around him.

Weaknesses: -Caged Tiger. The Celestial Tigers powerful chi does not rest easy inside the one who has claimed it, and its influence makes its bearer restless, brash, and extremely prideful of its own power. This is especially bad when paired with the already overpowering ego of someone like Tyler Williams, and when cornered or seriously challenged he becomes insufferably egotistical (moreso than usual) and will go to any lengths to accomplish whatever feat is set before him, no matter the consequences. Even the smallest and pettiest of challenges can transform Tyler into an obsessed monster that pursues his goals with no empathy or consideration for others, and a terrifying violent streak. He will remain this way until he either accomplishes what he set out to do, or is thoroughly defeated and humbled.
Look/Appearance: Form-fitting black shorts, a T-shirt or no shirt at all, and athletic shoes.

Their background
Personality:Tyler is an intense personality who is rightfully proud of his natural talent and hard-won skill, and though he can be unbearably egotistical at times, anyone who gets to know him well quickly learns that just a mask that conceals a good-hearted, if flawed, person with an unswerving sense of devotion to that which he cares about. When he makes a promise, he will keep that promise come hell or high water, and for those few he considers a real friend he will happily make any sacrifice to help them, up to and including his own life.
History: One of the Seven Divine Weapons of Heaven, Iron Tiger is the champion of the Celestial Realm known as the Hunters Paradise, a verdant celestial realm protected by the Tiger Warriors. Tyler was the child of a single father and a then-unknown mother, Tyler grew up in the crime-ridden city of Detroit, where he and his father lived a relatively normal, if sometimes difficult, life. A generally good kid, Tyler was fascinated with the martial arts from the time he was a child, driven by the strange and vivid dreams of fighters he'd never seen battling fantastic monsters with their martial arts. Tyler watched martial arts movies constantly, and when he was six years old he got his first taste of real martial arts practice when his father enrolled him in a local karate school, where the small but tenacious boy excelled despite being smaller and physically weaker than the other children.

By the time he was sixteen years old, Tyler had mastered all his original sensei could teach him, and he'd similarly taken in and learned the lessons of a half-dozen other teachers of other diverse martial arts styles, including Judo, Jeet kun Do, Aikido, Savate, and two forms of Kung Fu and had won numerous championships across countless disciplines, even competing and winning in age and weight categories far above his own against far more experienced fighters. Guided by the dreams he'd always had Tyler studied and effortlessly mastered more styles than any other martial artist in history and defeated some of the best fighters in the world, and his ego grew to enormous proportions. Believing that there were no more challenges remaining to him, Tyler set out on a different path - becoming an actor and making the martial-arts action movies he'd loved ever since he was a child, another endeavor he excelled at with his larger-than-life personality and supreme confidence.

It was his movie career that finally revealed him to enemies he never knew he even had, and while at a party to celebrate the release of his latest hit movie a legion of green-clad assassins descended on the party, killing many of the attendees including Tylers father and attacking Tyler himself. Although he was an incredibly skilled fighter and personally slew several of the mysterious attackers, he was seriously wounded and would have fallen under their superior numbers if not for the timely intervention of Smiling Tiger, his uncle and the man who would become his next teacher. Smiling Tiger easily dispatched the assassins and took his poisoned and nearly-dead nephew away to Hunters Aerie, where he revealed the source of Tylers strange dreams - Tylers mother was the last and greatest of the Tiger Warriors, and she'd fallen in love with tylers father and given birth to Tyler in secret to protect him and his father from their eternal enemies of the Serpent Clan, the very same people who had attacked him and killed his father. For the next five years Tyler trained with the Tiger Warriors, learning martial arts skills that exceeded anything a mortal fighter could even imagine with his awakened Chi, and for the first time in his life Tyler was truly challenged. Time and again he was defeated and humiliated by the other Tiger Warriors, who disdained the earth-born fighter and had been trained since birth to harness chi.

If they thought they would humble the proud warrior, they were wrong. As he had done his entire life, Tyler persevered through every trial and overcame every challenge the Tiger Warriors set before him, and after five years he surpassed all of the other Tiger Warriors, including Smiling Tiger in mastery of fighting skill and chi manipulation, angering the other Tiger Warriors, who hatched a plan - he would be allowed to undergo the ultimate trial of the clan, entering the den of the mighty Celestial Tiger to challenge the sacred guardian of the clan to claim its power and the place as the greatest of the Tiger Warriors, believing that he would surely be slain by the powerful heavenly functionary.

Once again, they had underestimated his skill and determination. Tyler battled the and defeated the Celestial Tiger, plunging his fist into the massive creatures heart and bathing in its blood, claiming its powerful chi for himself and emerging as the greatest of the tiger warriors. Now having a true champion, the Hunter's Paradise sent their warriors to compete in the Tournament of Heaven against the warriors of the other six Celestial Realms, and Iron Tiger accomplished a feat that even his famous mother  had not - he won, giving the Hunters Paradise their first victory in the tournament in over a thousand years and displacing the Serpent Kingdom as the supreme heavenly city. This allowed the heavenly realm to merge with the earth, and when the nation of warriors appeared in the midst of the pacific ocean and made itself known to the mortal world once more, everyone was shocked at the emissary they sent to represent them - the missing and presumed dead actor and martial arts champion, Tyler Williams.

Being a diplomat was an important, but ultimately unsatisfying duty for the driven martial artist, and so when word reached him of a new reality TV show that was also a superhero team was announced, Iron Tiger saw a way to represent his realm, enhance his own reputation, and find greater opponents that was perfectly suited to his talents and signed up without a second thought.
Physical description/Other pictures: A bit on the short side given his occupations, Tyler is 5'10" tall and boasts a dense, muscular build designed for power and speed. Although he keeps his hair short, if he were to grow it out it would be a thick, curly black mop.

Power Class: Class 2
Power(s): None
Abilities: Mélissa is an expert with blades of all types, most importantly machetes, knives, and her specialty, kukris. It's always her first move in a combat to draw her blades and sprint toward the enemy to overwhelm them before they can even react. Her style is extremely lethal, resting almost entirely on the initial surprise attack, meant to impale her enemy with her kukris before they can even understand what's happening to them or who she is. In the event that she cannot take the enemy down in the very first seconds of a fight, she will instead go for quick slashes and swings of her knives until she gets them tired, and then go for the kill.
She's a quick thinker, and light enough on her feet that she can dodge most of what's thrown at her. She has practiced a lot of parkour and seems to be good enough at it to reliably move around rooftops of a city or navigate in a very short time to places where she's not expected to be, so as to get the drop on her opponent.
If it comes down to it, Mélissa is also an excellent fighter, even without her weapons. On top of being very athletic since her days in the military, she's trained in various martial arts, most importantly brazilian jiu-jitsu and muay thai.
Against meta-humans that are too powerful to be taken down the conventionnal way, she tries to always find a good counter to their powers, using her vast knowledge of military tactics, and her extreme marksmanship skills. Such strategies often involve booby traps, followed by a hail of bullets or grenades.
Mélissa's strength, while not that great, is fueled by her rage. The angrier she gets, the stronger she becomes, capable of pushing herself way past her limits by sheer determination. Another thing to be noted is that while she's not impervious to pain from her injuries, she will usually keep fighting no matter how badly she's hurt, until she's either knocked out or killed.

Weaknesses: Mélissa's frailness is her main flaw. All of her tactics and abilities are based around compensating for that, but when it comes down to it, she's just slightly more resilient than the average person. While she's used to taking a few punches to the face, she still goes down pretty quick, and she's definitely not immune to pain. In fact, if she doesn't manage to pull a lethal move in the first moments of a fight, odds are she is going to lose on the long run. A good strategy then would be to move back, but then comes her second most important flaw.
Mélissa is way too pride to ever back away from a fight. Her short temper combined with her inferiority complex means that even if she was to get her bones crushed, she'd keep attacking recklessly until she's knocked out or killed. While she can be a great tactician and an exceptionnal marksman, as soon as she starts taking a few hits, she snaps in a rage that makes her go completely careless, only able to try slashing at her opponents or punching them until they go down, or she does. The same goes for her firearms skills. As soon as she starts missing her targets, she gets more and more impatient. Any attempt at shooting a firearm then only results in her having mediocre accuracy, unable to hit even a steady target at a moderate distance. It also becomes a social weakness in the sense that nobody is ever able to calm her down. The only thing that can bring her satisfaction then is getting to murder her target.

Look/Appearance: During combat, Mélissa sticks to clothes of military nature. She usually goes with black or grey as her main color for her pants, T-shirt, kevlar vest and boots, as well as elbow and knee pads. She usually doesn't bother tying up her hair, which can be an inconvenience at times.

Their background
Personality: The blonde is not a person of many words. As such, nobody knows the turmoil that's inside her mind. Being originally a very calm and decent person, a combination of events in her life slowly drove her into madness. Mélissa sees her whole life as a perpetual competition, and gets frustrated to endless amounts whenever she fails, to the point where she becomes completely incapable of rational thought.
The reason she acts that way is because of her over competitiveness. After she's been regarded for a long time as the absolute best at what she did, Meta-humans rapidly started beating her at everything she ever thought to be good at. Defeat after defeat, one humiliation after another, all that's left of her is an empty shell of who she once was. While she wouldn't define herself as crazy, nor would other people see her as that, she's definitely too far gone to be reasoned with.
In a conversation, Mélissa is extremely passive, prefering to listen and act. Never will she talk about her problems. It's been noted by psychiatrists since her childhood that she displays signs of benign autism. The only emotion she often shows is her rage. Despite all this Mélissa somehow still has remains of decency and kindness. She can sometimes make a friendly gesture toward an ally or lend somebody a hand. But as soon as the fighting starts, she becomes a complete stranger, only obsessed with victory, and never feeling any satisfaction when she achieves it.
It's often noted that if she managed to keep her cool, Mélissa might actually be a lot more efficient, but instead, she causes her own defeats by refusing to accept whenever she's out of her depths.
Sometimes, a brief moment of lucidity and clear-mindedness comes over her. That's when she reveals her true color. Turns out she still has a good side, only it's burried so deep in her heart that nobody can ever expect to find it. She then realizes how miserable and messed up she's become, but there's nothing she can do about it as she's suffocated by her own pride.

History: Of algerian descent, Mélissa was born in France. She pretty much grew up in poverty and never had too many friends due to her autism. At age 17, seeing nothing holding her back, she joigned the Foreign Legion for a duration of 5 years. After giving her very best to pass the initial tests and being ranked among the bests, Mélissa finally felt like she had a purpose, something she was good at. After her tour ended, however, she decided she would try something different, breathing some fresh air and finding out more about the world.
On the advice of her mother, she went to visit Algeria. There, she found that she was considered just as much of a stranger that she was in France. Disappointed, feeling like she had no place to call her home after all, she signed up for another service at the Foreign Legion. There, she found that things had changed a lot since the recruitment had been opened up for Meta-Humans. Intrigued at first, and impressed by their abilities, she quickly discovered that their growing number meant that her unit was soon gonna be disbanded, replaced exclusively by those superpowered beings.
Kicked out of a place she considered her home, once more, Mélissa began wandering from one pointless job to another, spending her nights at the bars, drinking too much. One night, one of the bar patrons, a pathetic drunk slob, started messing with her. Pretty confident she could take him, Mélissa stood up and fought. To her surprise, she ended up getting the beating of her life by a Meta-Human with super-strength. As the man kept hitting her and no one could stop him, Mélissa, shocked, humiliated, realized this was the way she was gonna end up. It left a taste even more bitter than the blood in her mouth, when she realized that her intense years of training had all been for nothing, and she was gonna get killed by some random piece of junk with super-powers.
After months of reeducation spent thinking about this event over and over, Mélissa was at her lowest, darkest point. She felt weak, useless, like she was a complete failure. Her lot in life always sucked, she never did have much for herself, but now, thanks to Meta-Humans, she was deprived of everything. It was the most enraging thought in the world. It's this intense fury that enabled her to keep pushing forward and eventually recover from her injury. From there, the fire inside her only got more intense. Later, she was informed that one of her acquaintances was preparing some kind of big heist. Without knowing all the details, she immediatly asked to get in, knowing it was the fastest way to get into a fight with some Meta-Humans.
The night of the heist, she realized she was sadly unprepared. She failed at protecting the other members of the crew, and she barely managed to make it out herself. Another failure. Even when she was the attacker, she still couldn't beat them. On the other hand, her little stunt opened her a new path. The following day, she received a call from a man saying she had performed well considering what she was up against, and that he would like to purchase her services for a job. From there, Mélissa became a mercenary, hired by the dirtiest criminals as an insurance against Metas. Mélissa was now tasked with fighting them, and she was provided all the equipment she ever wanted to do that properly. It was the job of her dreams.

Physical description/Other pictures: Mélissa used to be a natural beauty. However, years of sleep deprivement and bad nutrition took away some of that. Now, while still pretty enough to attract attention, the bags under her eyes and her emaciated face are the features she's remembered by.

Well, considering he's a class 1 (and most likely a hero, as opposed to her being a villain) I'd say it's more likely they'll try to kill each other. But yeah, it'll be entertaining.

I honestly see a nice foil for Satomi as well. A one who embraced justice despite social destruction versus someone who let it corrupt her to the core.

Sorry for the quiet weekend everyone. Got super busy with some rl stuff. But I'm back behind the computer screen now so things can go on as they have been. Just posting to express interest and to say that the villains are far more interesting.  Over the next few days I'll be compiling and posting the character profiles for Shrike and Mr Nobody, a hero and and oh-so-nasty villain.  They aren't arch enemies.  They've never even heard of each other, which isn't odd in Mr Nobody's case....

Your Villain in detail
Power Class:Gene Hazard although certain government agencies might argue.
Power(s):Invisibility - Mr Nobody cannot be seen at all.  Machines cannot detect him.  He doesn't show up on sonar.  He can be touched and heard but is otherwise completely undetectable.  Everything he picks up becomes invisible as well. 
Abilities: Mr Nobody has learned to anticipate the movement of crowds so that he can move through them without touching anyone.  He has perfected the timing on moving through doors behind the person opening them so he can pass through them without having to open them himself.
Weaknesses:Mr Nobody cannot turn his power off.  Being undetectable, he is also unemployable.  His EV chip doesn't interact with anyone other than him, so he cannot use it to interact with things as simple as an ATM.  He can't hail a cab or pay for a meal.  He literally has to steal every meal and every article of clothing.  If he wants to travel, he has to stow away on the vehicle.
Look/Appearance: (when not in street clothes)  He's invisible.  He doesn't look like anything.

Their background
Personality:As expected, being Mr Nobody has made John very bitter.  He suffered from severe paranoia, because he knows that if he is ever caught, they could do literally anything to him and no one would ever know.  He is also incredibly egocentric, thinking only of himself.  He doesn't care who's food he eats or who's clothing he steals.  He also doesn't care who he uses to satisfy his sexual urges, although he's smart enough not to pick people who can successfully fight back.  His victims are rarely believed because he leaves no detectable physical evidence.
History:John always wondered why no one ever spoke to him when he was growing up.  He just assumed that he wasn't popular.  He wondered why people would bump in to him constantly.  He just assumed that they were in a rush and weren't paying attention.  Then things stopped working for him.  At first he thought it might have been a problem with his EV but he finally realized what was happening when he looked in a mirror and realized that he wasn't there.
Physical description/Other pictures: People would have a hard time describing John if they could see him.  He's incredibly nondescript.  He's average height, average looks, average everything.  Nobody would look at him twice.  He's stronger than he 'looks', with wiry muscles hidden by a slender frame.  He's far more graceful on his feet than you'd expect, a trait honed by years of having to avoid behind bumped into.

Likes:John likes a good meal, a soft bed and a warm woman.  Unfortunately the first one is stolen, the second is borrowed and the third isn't willing.
Dislikes:John hates his 'condition' and would change it if he could.  Unfortunately that would leave him completely unable to interact with the rest of the world in a meaningful manner.

Sorry again for the delay folks. The fates like to conspire against this humble game maker it seems. I'm still around though. My character sheet should be up in the next few days, as well as character sheet, rules, etc... Thanks for your patience everyone. When this gets off the ground I hope it'll be as much of an experience as I'm hoping it will be.

Power(s):Flight - Shrike has wings that allow him to fly.  He has yet to break the sound barrier but he continues to try, especially in power dives.
Hollow bones - Although at first this might seem like a disadvantage, Shrike's hollow bones are similar to graphite or carbon fiber, being light but incredibly tough.  This allows Shrike to survive the punishing impact when he hits his target during a 500+ mph power dive attack.  His bones also heal incredibly quickly; a crushed wing can be functional again inside of a month.  The reduced weight also allows him to stand on surfaces that would not support the weight of others of similar size.
Pinion attack - Shrike is capable of launching his feathers like so many throwing knives.  Made of material similar to his bones, they are light, strong and entirely non-metallic.  This limits the materials they will penetrate but they are razor sharp and can leave marks on most metals.
Abilities: Shrike has the agility of a trained gymnast; small wonder because he taught gymnastics for most of his life.  He can dodge most non-laser based attacks while he is in the air.  He has exceptional balance and a keen sense of direction.  He's also been able to fabricated body armour out of his own feathers, giving him some added protection against small arms fire and weak explosives.  Years of training have given him a significant skill at martial arts.  He refers to his fighting style as 'Crane Style' but this is more facetiousness than truth.
Weaknesses: Because of an increased metabolism, Shrike must eat far more than a normal individual.  This forces him to be active only for short periods.  He occasionally carried high protein, high calorie snacks in case he needs a short boost but even these will only stave of hunger and exhaustion for so long. 
His sense of direction is highly vulnerable to electromagnetic interference; more than one he has plowed into a building at full speed because of an EM burst.
Obviously he only has a limited number of pinions that he can use before it begins to affect his flying.  He needs at least 50% of his feathers to fly so if his wings get mangles he's walking home (assuming he survives) and nursing a grudge for the next month while his wings heal.  Of course if they are ripped off, he's not going to be able to regrow them.

Look/Appearance: Shrike is small, barely over five feet tall.  He looks like he might weigh in the 135-150 lb range but weighs barely 65 pounds. 

Their background
Personality:Shrike is an adrenaline junkie.  He enjoys the rush of flight and the thrill of combat.  As fit as a man 20 years younger, he's making the most of his gifts.  He has been granted one of the most common of wishes - he can fly.  He's fast.  He's maneuverable.  He's fairly certain that one day he will crash and burn in a very spectacular manner but for the time being he is the Shrike and he's going to enjoy every aspect of what that means.
History:Christopher taught gymnastics and martial arts to those who were interested.  He'd once been world class but that had been decades ago.  He never expected to return to training until his muscles screamed for relief and the sweat dripped from him in rivers but then he'd never expected to grow wings.  Once the changes in his body were finished, he was more than a new man.  He was the Shrike.  It took him ten years to return to what he considered peak condition.  He knows it should have taken far more.    Now he's ready to stretch his wings, literally as well as figuratively, and do something to make the world a safer place.
Physical description/Other pictures: Christopher is a small man, slender and lithe.  You could almost get away with calling him petite.  His hair is sandy blonde and is kept cropped short.  His brown eyes dart constantly like a bird's.  He favours dark colours and clothing that he can move in.  His voice is soft and low but he is quite capable of raising it to astonishing volumes to make himself heard in a crowded gymnasium.

Hmm, this looks interesting.  What about powers that are somewhat magic (and I use the term loosely) based?  Like the ability to transform into a hero rather than putting on tights and going from there?

You mean your character is normal, then initiates a change that turns them into a full hero? Along with suit and everything?

Pretty much.  It comes with one or two unexplainable powers via the magic which is the only reason I'd not change it over to a pure metahuman/mutant type character.  Also cool if that's not allowed, I'll just modify the character, but the one I have in mind transforms.  The two extra bits are the costume...being able to stand up to their super-speed and minor-strength abilities and the mask conceals her identity to the point that even those that see her transform don't recognize her, or that she can say her name and people will hear it, but can't remember it a second later.
