Supergirl and the Bad Cop - seeking creative female

So this is not the DC Super-girl, but similar with the same powers.  She is young, fresh out of high school.  She has always known about her powers, but has kept them a secret.  She comes to the big city to fulfill her destiny as a super hero.  She assumes a secret identity, (I am open to ideas) and begins to pursue fighting crime.  That is when she encounters a sort of immoral cop.  He is a renegade and unorthodox, but he wants to fight crime as well.  He just believes one has to cut corners to get there.  The idea is that she is struggling with her identity, both as a super hero and a woman with desires and thus she falls for him.  She shows up when he is in danger and he thinks he is saving her, but she is the one saving him. She plays the damsel in distress to when him over, but overtime, he begins to figure she may be more than just a cute girl with a knack for getting into trouble.
