Horizon Pact is a modern supernatural sandbox that will be placed in the Extreme section due to the highly variable nature of the content. Horizon Pact is a game about the lives and interactions of distinct factions of supernatural creatures that exist in a world ruled by humans. It is about complex relationships, century old agreements, favors and backstabbing, family and loyalty, evolving problems in a supernatural world, plots and forgiveness. Savannah has been a supernatural hotbed since its inception, and the relationships here run deep. The rules are rarely as black and white as they should be - or as many want them to be. The world isn't stagnant, and as we zoom in on the happenings there are already things in motion.

If Savannah's trees could talk, They’d tell you about pirates, cotton, and a revolutionary town plan dating to 1733. They’d tell you about a citizenry that treats hospitality as an art form, of a St. Patrick’s Day celebration that defies description, and of a city’s beauty so profound that it stopped even General William Tecumseh Sherman in his tracks.

They’d tell you about a group of women who banded together to protect this historic treasure, inventing the modern preservation movement in the process.

And then those same trees - an urban canopy unequaled in the United States - would offer a more recent story. They’d tell you about things happening on the Coast that are transforming Georgia’s first city into one of the most dynamic and creative economies in the southeast.

Behind Savannah’s historic facade are vibrant, forward-thinking residents, a progressive government, and an innovative business community. Underneath those cobble-stoned streets lie 38 miles of fiber optic cable. Those jaw-dropping container ships that lumber past our picture post card waterfront? They’re headed to the fastest growing and fourth busiest port in the nation.

Savannah’s got a history of technological innovation - we built the first cotton gin, and the first steamship that crossed the ocean - so we’ve got it in our veins. We’re headquarters to a host of technology-related business, everything from giant Gulfstream Aerospace to smaller graphic design and software development pioneers.

We’ve become a magnet for creative talent, and why not? Art galleries are everywhere. One of the world’s most respected design schools - the Savannah College of Art and Design - calls us home. The Savannah Music Festival has grown into one of the largest and most diverse music festivals on the East Coast. The Times of London placed it on its list of “The best events around the world in 2009” - the only event in the United States to make the cut.

Artists, musicians and writers have long been a fan of our jewel box squares and seductive coastline, serving as the muse for many accomplished creative practitioners. Johnny Mercer, of “Moon River” fame, was a native and is buried at Bonaventure Cemetery surrounded by his lyrics engraved in stone. Writers Conrad Aiken and Flannery O’Conner both hailed from here. Fascinating artists discover the Savannah muse each year.

Savannah’s charm is something out of a fairytale - it’s the most beautiful city in the nation. We’re not just saying that - we’ve actually earned the bragging rights on this one. USA Weekend Magazine declared Savannah one of the “top 10 Most Beautiful Places in America.” The New York Times named us one of the “World’s Top Ten Trendy Travel Hot Spots.” Conde Nast Traveler picked us as a “Top 10 U.S City to Visit.” Southern Living placed us as second on its “Best Southern City” list. And Outlook Magazine called us one of the “Top 25 Places to Live and Work.”

When you’re in Savannah, you know it. The City’s character has ripened over time by looking to our heritage - honoring and loving it - then driving change to realize dreams. Our gnarled, twisting trees - some hundreds of years old - have witnessed this change, but remain firmly rooted in our community’s history. If they could talk, these trees would spin remarkable tales of Savannah’s past. But they would tell even better stories about what lies ahead.



The Assembly was formed shortly after the city was founded. Originally it functioned a very different purpose than it does in modern times; it was a group of corrupt humans in positions of power that the first generation did business with to help the city grow and facilitate their own lives. In short it was a place where unspeakable deals were made and humans were toyed with by their vampiric betters. Over decades and centuries though it came to represent something else. As the world changed, so did the needs of the supernaturals - and the humans. Eventually the assembly became a council where supernaturals and humans were all represented to discreetly manage supernatural affairs within the city. The number of seats on the assembly has varied, and it's really just one big political mess. Today there are thirteen seats on the assembly. Five humans, four vampires, two werewolves, one witch, and most recently a seat has been - begrudgingly - made for a representative of the Covenant.

The assembly is a forum for factions to make announcements, smooth over problems, address needs, and state grievances. It is considered a safe space, usually. Unfortunately the assembly has no power that it is not given, and thus it relies on the factions represented to enforce its rulings. This system is highly flawed and full of holes, but it usually gets the job. It has done a wonderful job of preventing an all out war between the factions since its inception, so it has some demonstrated merit.

For the humans the assembly represents a modicum of control over forces that would otherwise be well outside of their scope. For the vampires the assembly is often viewed as an amusing game, it is wonderful when it suits them and meaningless when it doesn't. The werewolves see it as another arena, one where they can keep an eye on things and address things before they become a problem. Witches largely hate the idea of the assembly and that it represents dealings with the foul creatures, but cannot stand to be unrepresented when the fate of the city is being decided; for them it is a necessary evil.

Metaplot/Crimson Chapter/House Varius/House Aurelia/House Cassian. The Covenant has done a number on Savannah since it's arrival. From their general influence and pressure they have exerted on the denizens, to the all out war they waged against the Black Sky that drove them into hiding. Now, however, they have done something potentially so much worse. Tiberius Sanga has used the information stolen from Evelynn Vardaman to infiltrate the secret Crimson Chapter Vault, and has broken the Cycle of Succession. For the first time in nearly three hundred years all three first generation vampires, Varius, Cassian, and Aurelia are awake at the same time. Suddenly the houses are in disarray, all plans that have been made have been invalidated, and no one can be sure what will come next.

Black Sky Pack. The pack has been Broken. In a tragic moment, Cyrus Amell consumed the Elder Fruit and became the first Apex Werewolf. But as part of his transformation his connection to the pack was broken, and as the alpha the packbond was shattered. Now the pack struggles in its already weakened state to find footing. Dela Shaw has put her name forward, using the long standing influence of her family to try and secure the Black Sky. However there is no small amount of civil unrest among the pack members, and not everyone is happy to fall in line under what appears to be a Shaw power grab; And even more want their chance at power, and opportunity to break the controlled lines of leadership that have plagued the Black Sky for centuries. Still hunted by The Covenant, the pack is hopelessly divided and unable to come together to find resolution. Their inner civil war begins to threaten Savannah as a whole, as infighting spills out of the woodlands and into city streets.

Silver Talon Pack. Samuel Doberson's - former alpha - assassin has been identified as Naomi Lennox of House Aurelia, by Noah Carrasco. However in a bold play to capture the killer, she was stolen away by Tiberius Sanga. Two pack members are dead, and the already weakened pack wants answers - and justice. The competition for alpha has becoming even more divisive, as wolves start to take hardline stances on big issues like seeking Naomi out, alliances with other factions and their members, and even more recently leaving Savannah. The Silver Talons look to the situation with the Black Sky and see an opportunity to finally get out of their shadow and forcefully take the weakened elder pack's resources and power as their own.

The Enlightened Eye. The Elder Fruit has been stolen. And in the days since then Enlightened Eye leadership - Rachel Owens and Patience Winter - have seemingly vanished, and been out of contact with the Coven. This comes at a troubling time, just after Patience annoucned that the coven would now be supporting The Crimson Chapter's handling of The Covenant. Meanwhile, when their prized fruit was consumed, a great and powerful magic was released in the form of an astral serpent who has since been unseen. Rumors of division within the coven have begun to circulate, and in the chaos of Rachel's absence a new faction seems to be taking root. Worst of all, thirteen young witches now lay dead in Savannah, all victims of a werewolf attack; all evidence of this attack points to a Silver Talon raid, ordered by Noah Carrasco in retaliation for The Eye's betrayal and alignment with The Crimson Chapter.

Timespan 1: Pregame - March 18, 2024

Metaplot. It is March of 2024. Seven months ago the calm that Savannah had enjoyed for decades was broken by the arrival of a new faction - an event that has not happened since the 1800's. They called themselves The Covenant, and they have not been at all interested in maintaining the peace that the factions of Savannah had preciously cultivated. The Covenant has done whatever they want with no regard to how it affects the city, its people, or the factions. Near Christmas of 2023, it was revealed that the leader of The Covenant was Tiberius Sanga, the estranged brother of the first generation of vampires. This revelation complicated matters, as what was once unity on the assembly to swiftly deal with The Covenant was halted as the Crimson Chapter, and the vampire houses, withdrew their support. Varius Sanga, current leader of the Crimson Chapter, has stated that this is a family matter and one that they will handle privately. If any faction stands against The Covenant, there will be retribution by the Chapter. This has created an awkward tension in the city, as the affairs Varius said would be dealt with spill onto the streets and interfere with other faction business. Yet none of the factions can risk earning the direct ire of one of the first generation.

Crimson Chapter. The transition of leadership is at hand, and the chapter is currently preparing for the event. In little more than one month, Varius Sagna will step down as leader of the chapter and enter his next 100 years of slumber. Meanwhile, for the first time in 100 years, Cassian Sagna will be woken and take over leadership of the chapter. Each of Cassian's reigns have been turbulent for the chapter, and in a modern world that has grown so much since last he was active the next fifty years are sure to be quite eventful.

House of Varius. In accordance with their first sire's wishes, the house of Varius is busy at work trying to defend the covenant. No matter what threat they represent they are family, and Varius remains confident that in time Tiberius will see that as well. In the meantime it is important to keep Tiberius from being instigated into further conflict, which means ensuring the other factions remain calm. In short, they are stretched thin cleaning up after the covenant and trying to maintain the status quo. All the while the house is preparing for their first sire to sleep, and for the awakening of Cassian who is the least likely to support them in their actions.

House of Aurelia. The last time Cassian was awake he and the Silver Talons had quite the little feud going on. In order to prevent an escalated repeat of that happening, the house of Aurelia has murdered Samuel Doberman, the Silver Talon alpha. The assassination has been staged to look like the covenant dealt this blow, in hopes that these two problem factions will take care of one another and leave each other weak enough to be easily disposed of.

House of Cassian. With their first sire about to reawaken and take charge of the chapter, the house is preparing for war. The Silver Talons are in disarray, the Black Sky's are in hiding, and The Covenant represents a real challenge. All of this looks like the perfect opportunity to reestablish dominance in Savannah. House resources have been pulled from other endeavors, and are being pooled for what comes when Cassian awakes in just a few short weeks.

Black Sky Pack. For reasons that they don't understand, the Black Sky Pack has been the target of Covenant aggression since day one. The pack is being hunted, and the campaign against them was going well until the order to retreat was given. Most of the pack is now in hiding in the woodlands they call home, land they know like the back of their hands making them incredibly difficult to find and kill. Meanwhile some of the pack remain in the city, trying to find allies and a way to retaliate without dooming themselves.

Silver Talon Pack. Three weeks ago, Samuel Doberson, alpha of the Silver Talon's was murdered. Details about the murder are scarce, and facts even less clear. Despite their antagonistic advances in the recent months, The Covenant has denied any involvement in the event - even if they seem quite amused by it. The pack has been left in disarray with no clear successor to Samuel's legacy. Some of the pack advocate rallying together to mend their wounds and reground themselves. Others are suggesting open war against the other factions until justice for Samuel has been obtained. At this time the Silver Talons represent total instability in Savannah, and pose just as much threat to themselves as they do everyone else.

The Enlightened Eye. To end the oppression of the vampires, and if needed the werewolves, the elders of the Enlightened Eye planted a tree one hundred years ago. A one hundred day ritual was conducted around the tree, and each day a sacrifice was offered to empower the massive spell. Now, one hundred years later, the tree has born its first and only fruit, a fruit that is nearly ripe. If the elders of the covens past were successful, the witch who eats the fruit will be transformed into a slayer, a being capable of defending the coven and ending the tyranny of the supernaturals once and for all.

Magic is how it all started in Horizon Pact, and witches were the practitioners of that magic. It is an art older than time, and as widespread and varied as the people of the world. It was dark magic that created the vampires and the werewolves unleashing them on the world. But it has also been the source of some of histories greatest accomplishments. A witch is an individual that dabbles in these mystic arts, using them to mastermind change in the world around them. The power of magic is limitless, but its costs can be extreme. Even the most powerful witches practice the mystic arts with a degree of caution; ancient forces have been around far before you existed, and they will continue to be around far after you cease to exist. In most way a witch is little more than a human, but knowledge of the mystic arts makes them as sly as any vampire and as deadly as any werewolf.

The Vampires of Horizon Pact will resemble those from many mythos. They are creatures blessed with impressive strength, tremendous speed, and near invulnerability. They're masters of the mind capable of shrouding their actions in illusions and manipulating their lessers. Their blood has incredible healing properties, and can form powerful bonds. Yet they are also cursed never to see or be touched by the sun. Wood of any kind in their heart, even as small as a splinter, can send them into a slumber from which they cannot awake unless it is removed. Even their own lineage, the blood of their sire, is poison to them. And in some ways, their fate is not their own; should their original sire be destroyed, no matter how unlikely it may be, they are doomed to share that fate. Garlic, water, crosses, and those other things are myth; perhaps quirks made famous by particularly famous vampires, but not useful in general. With exception to their weaknesses vampires are incredibly difficult to tell apart from humans, they appear as alive as you or I so long as they have blood in their system to sustain them.

Horizon Pact Werewolves are creatures that borrow from many lores. Governed by rage, they are creatures that dominate the physical aspects of life. They can command animals, call on unnatural strength and speed, and are capable of taking truly incredible amounts of punishment. They can call on the primal fears within all creatures to empower their kind and distress their enemies. And they have access to the greatest weapon against supernaturals of all time. The moons metal, silver, does damage to them that they both cannot reduce and struggle to heal. Yet the greatest danger they face may very well be themselves, as the rage that burns within them is a constant struggle to keep at bay and ever a reminder that they can't live normally. It is always lurking below the surface waiting for a chance to display what a monster they are.

    Mechanics
    Horizon Pact uses a series of very basic mechanical elements to facilitate variance in the game. Statistics should be seen as an abstraction, as they have no value in-game. They are meant to exist to allow for easy decisions to be made based on logical outcomes determined by how good a character is at something. They are not rules so much as guides, and narrative should basically always trump them. When applying them, use common sense, or ask for assistance. They do not correlate, specifically, to anything. If you attempt to make them have meaning past their intended use, you will likely be disappointed because I have no answers for you, and do not intend on putting that kind of focus on them. Racial specific mechanics are listed under the relevant section above.

      Denotes how strong, physically, a character is. How much damage they deal.

      Denotes how swift a character is, how evasive they can be.
    • Endurance
      Denotes how much, physical, punishment a character can take. Reduces incoming damage.

        Breeding
        -Humans and humans make humans.
        -Humans and witches make born witches, which must still be trained otherwise they are just human.
        -Humans and werewolves pass on the werewolf gene, which must become active or they are just human. Gene can go inactive for many generations before resurfacing, only one parent is required to have the gene.
        -Werewolves and witches create a person who can be a born witch that has the werewolf gene. An active werewolf gene prevents the act of spellcasting thus making them not witches.
        -Vampires can't have children. Probably.

        Werewolf gene activation age.
        Usually between 13 and 20, never after 30 (as far as characters are concerned, it is exceedingly rare and usually in response to an outside event).

        Witch training age?
        The concepts of magic require some degree of development to understand, witches are rarely trained before 15 - even if they are introduced to the concepts before that.

        Vampire age?
        Vampires can be turned at any age, but their body ceases aging at that point. Characters must be embraced at least 18 years old. Additionally vampire characters should be no more than 300 years old, and most characters should be 200 or younger (I will accept no more than 2 characters older than 200 at start).

        Do the races hate each other?
        Sort of, but it's more nuanced than that.

        Werewolves were created to hunt and destroy vampires, there is a deeply rooted bias against them. But it has also faded with time, the werewolves and vampires of Savannah have lived in - tenuous, sort of kind of - peace for centuries. Werewolves and witches often find themselves on the same side, but the packs native to Savannah were deeply betrayed by the Enlightened Eye about 200 years ago and they have not let it go. Witches, largely, see both werewolves and vampires as unnatural abominations that must be dealt with; however they are smart enough to recognize that is easier preached than accomplished. Witches hate dealing with vampires as they see them as the worse of the two, but will for the sake of peace or necessity. Vampires see witches as a threat, as magic created them and what it can do is a complicated and unpredictable problem; yet they are also incredibly valuable and useful. Vampires care very little for werewolves, however, as they have been natural enemies for so long; yet werewolves provide useful tools at times, so it's hard to justify wiping them out. The hatred werewolves feel for vampires is reciprocated only because vampires have been so exhaustively hunted by werewolves.[/list]

        What is the cycle of first generation elders ruling the Crimson Chapter?
        Aurelia > Varius > Cassian. Aurelia ruled from 1774 to 1824, and 1924 to 1974. Varius ruled in 1824 until 1874, and from 1974 until 2024. Cassian was defacto in charge before the cycle of succession was established, and thus ruled from 1733 until 1774, and again from 1874 to 1924.

        What about independent characters, those with no faction?
        Simply put this is not the focus of the game. It is possible that at some point in the future I will allow new factions and or independent characters, but only as a result / need of the story. Elsewhere these things would be not so uncommon, but Savannah is a unique place. An independent character is alone, and frankly it's to dangerous here. Perhaps as a future plot development, but not something I will allow out the gate.

        How the vampire houses interact with each other?
        That's the purpose of the Crimson Chapter. Outside of that the houses really are separate entities and have their own agendas. Not every vampire in a house is a member of the chapter. It's important to note that the first generation are fiercely loyal to one another above all other things (usually, in their own unique ways). Their sirelires are sort of trapped into being willing to protect the first generation, not just because no single vampire could stand up to them, but because if your first sire was destroyed you will also be destroyed. Vampire loyalty and relationships are complicated.

        Roles Available For Play
        You can play just about anyone in Horizon Pact, and you're not limited to nobodies! Here's a list of "canon positions" that I'd like to be filled by player characters:

        Black Sky Alpha
        House Varius Leader - This character will run the house while Varius is asleep, and likely has in the past, but may be newly appointed.
        House Cassian Leader
        House Aurelia Leader
        Assembly Representative for each faction (Crimson Chapter, House Varius, House Cassian, House Aurelia, Black Sky, Silver Talon, and Enlightened Eye)

        Additionally you should feel free to give reasonable ideas for positions a character might fill. If something in the description inspires an idea, please toss it my way and we'll see what we can do. Mostly I want people to find roles that really suit them.

        *The Elder of the Enlightened Eye is not available for play at this time, simply due to the nature of what it means to be an elder. If this is something of particular interest to you, please reach out to me with your idea but understand it's likely something that will need to come through game play rather than starting there.

        Regarding specific plot elements. The fruit to create the slayer as noted in the Enlightened Eye plot will be determined in game. If you want it, try you might need to pay out a lot of favors for support. Or maybe just play dirty. Memebers of the Silver Talon's should be posturing for alpha, or tossing their support behind their candidate for alpha.

        This is where I'm at, too.

        I tend to get a couple ideas rolling in my head. Then if I find a good face claim it solidifies it. But the face claim bit... that can take a while.

        I generally hate using actors and big name models. So I tend to go for more obscure fcs. As it stands, kpop has gotten a lot more attention these days than they used too. So don't strike me out for using one of my favorite kpop ladies. xD
