I have been using Auction Sniper a few years now. It works with your Ebay account. If you see an item you want to bid on, Watch it, and then go into your AS Account, and its there. Set a maximum amount you are willing to pay (say, 40 dollars) and set your Lead (use 2 seconds) and then it will put down a minimum bid 2 seconds before the auction ends. If it exceeds the limit you set, it will not bid, but if its in the price range you set, it will bid a few pennies seconds before it ends.

O, I've heard tales...  Some people get really beside themselves when they're outbid like that.  I don't use eBay myself, but I'll keep my eye on that, just in case.
