So, how about some NPC's? These characters aren't 'owned' by me, but are more for general use to flesh out the setting.

Name: Wataru Yamakishi
Age: 46
Gender: Male
Stereotype: Unconventional Military Man

Physical Description: Yamakishi is a stout, muscular Japanese man with short-cropped black hair, prominent eyebrows, brown eyes and a perpetual neutral expression. His civilian clothes are well-tailored but unassuming, while his military uniform is always immaculate, even during a crisis. Many BADGE personnel wonder if Yamakishi has some sort of low-grade superhuman ability to keep himself clean. Yamakishi's movements are always quick, precise, and with no unnecessary flourishes.

Personality:

Military: Yamakishi is a military man through-and-through. He is firm, to-the-point and goal-oriented. Though he isn't cruel or mean-spirited, he does not sugar-coat his language or mess around with polite euphemisms and expects the same from his peers. While he would prefer that Japan's superheroes to be under the JSDF's auspices, he's not one to push the idea.

Clever: Yamakishi has no problems with unorthodox tactics or plans, though he does want to know the probability of success when presented to him. He's quick on his mental feet and reacts fast to changing situations, often having at least two or three contingency plans prepared before an operation.

Dry-Witted: Yamakishi has a very dry, sarcastic sense of humor. Many BADGE staff have been on the receiving end of some of his jokes, not realizing they've been teased until several minutes later.

Likes & Dislikes: Yamakishi likes cleanliness, modern art, his cat and salty food. He dislikes sweets, messy people, the occult and floral perfume.

Background: Colonel Wataru Yamakishi is a career military officer from the JGSDF's (Japanese Ground Self-Defense Force) First Batallion. Originally from Kamogawa in the Chiba Prefecture, Yamakishi is from a military family with a long line of service that dates back to the Sengoku period. Yamakishi himself has served with distinction, eventually transferring to the Defense Intelligence Headquarters due to his reputation for quick-thinking and unorthodox methods.

Yamakishi suffered a brush with the weird mid-way through his career as a serviceman, when he and several other soldiers were involved in a Cybug attack. Yamakishi witnessed the Viral Hunters in action, which not only took him by surprise but also intrigued him greatly. When BADGE was formed, Yamakishi's experience got him tapped to be the JSDF's Liason to the organization.

Yamakishi is a widower and is not interested in romance or dating. He has a cat (a very fat Japanese Bobtail named Munehise) that he dotes on. He also has a son (named Ryoma) that he's estranged from. Yamakichi's hobbies include reading non-fiction (he has a collection of biographies), sudoku puzzles, and exercise.

Powers and Abilities: None. Yamakishi is a normal human.

Equipment:

ID Badge: Yamakishi's badge grants him authorized entry to certain parts of the BADGE HQ necessary to perform his duties. He also carries several dummy badges in case he's held up or captured.

Sidearms: Yamakishi carries a BADGE-issued Multipurpose Anti-Minion Sidearm (MAMS), which serves as a combination blaster pistol, stun ray and vibro-knife. He also carries a JSDF-issued SCK/Minebea 9mm as a fallback.

BADGE Vehicles: Yamakishi is authorized to use the standard issue cars and motorcycles granted to BADGE personnel, as well as access to BADGE aircraft.

Skills:

Military Combat Training: As a member of the JGSDF, Yamakishi is trained in a wide variety of weapons including pistols, assault rifles and grenades. He's an excellent shot, and a good hand-to-hand combatant both unarmed and with a knife.

Intelligence Training: As a member of the DIH's Joint Intelligence Division, Yamakishi is trained and experienced in military intelligence operations and procedures, including basic spycraft and counter-intelligence. He is particularly skilled in analyzing and spotting patterns of behavior.

Officer Training: Yamakishi is a member of the JGSDF's officer corps, and has studied infantry tactics and strategies. His specialty lies in urban combat scenarios. As such, he is perfectly capable of leading in infantry engagements.

Modern Art Knowledge: Yamakishi enjoys modern art and is a fan of many sculptors and painters. He's surprisingly well versed in the ins and outs of the art world.

Advantages:

Colonel: Yamakishi is a Colonel in the JGSDF and is a member of the DIH. As such, he has full authority in the Japanese government commensurate with his rank. While he's not as high as a General, he still has significant pull with the Japanese government in general and the Ground Forces in particular.

Prepared: Yamakishi doesn't like leaving things to chance. As such, he is often prepared in ways some would consider 'paranoid.' He usually has contingencies prepped in case he or his men get into trouble, sometimes prepared far in advance if he has the right intel.

Physical Conditioning: Yamakishi is in crazy good physical shape for a man his age. While not exactly an Olympian, Yamakishi could probably give younger athletes a run for their money. He's particularly suited for feats of strength and endurance.

Samurai Spirit: Yamakishi has a stoic, duty-driven willpower would make his ancestors during the Sengoku period proud. So long as he is fulfilling his assigned duties and working towards a cause, trying to stop Yamakishi is like trying to stop a runaway freight train.

Disadvantages:

Mere Mortal - Yamakishi may be a clever, well-trained and resourceful career military man, but he remains a man. He lacks supernatural protections or enhancements that would make him immune to subversion.

Distrustful of the Occult - Yamakishi doesn't really 'get' magic as a whole. He puts his faith in science and technology and lacks a healthy respect for the supernatural that can get him into trouble.

Divided Loyalties - While he supports BADGE and is happy to aid them, he is still beholden to the Japanese government and the JSDF. Though he agrees that Japan's superheroic assets would be better served by working for the JSDF, he isn't willing to push the issue. However, it's only a matter of time until his superiors start pushing him on it.

Name: Dr. Kurara Kuma Yashulu Grenagron
Age: 640 (equivilant to late 40's)
Gender: Female
Stereotype: Retired Mahou Mascot Turned Department Head

Physical Description: Kurara is a foot-tall teddybear-like creature with soft pink and white fur, solid black eyes with yellow diamond-shaped irises, three-fingered hands and squishy, stumpy feet. Typically, she is dressed in a size-appropriate BADGE-issued lab coat and pants, though she sometimes finds herself in fancy dress (see picture). She typically has a grumpy expression on her face and carries a tablet and stylus with her as she works. Her voice is squeaky and high-pitched, and she has a verbal tic that replaces any curse word with the nonsense sound mukyuu i.e. "What the mukyuu do you think you're doing, you gigantic mukyuu idiot!?"

Personality:

Jaded: Kurara has been at the whole 'magical mascot' business for quite some time, and has mentored at least three different squads of magical girls. She's seen a lot of magical stuff in her long life (she's in her late 40's in mascot years) and isn't easily impressed. Her cool head is one of the reasons she was scouted as the head of Sector V.

Professional: Kurara is very firmly professional when on the job. She holds her researchers and staff to high standards and does not tolerate screwing around, poor work ethic or lax safety measures. More than one newbie has suffered a tongue lashing from the pink bear when they screw up or forget procedure. Still, she is forgiving of honest mistakes and is willing to mentor those who legitimately want to improve.

Playful: On those rare occurrences when Kurara is off the clock, she is able to unwind and relax. When this happens, she often shows a playful, almost coquettish side. You can usually find her at one of the base's bars, drinking stupendously large amounts of alcohol and mischievously teasing the humans around her.

Likes & Dislikes: Kurara likes human booze, mixing drinks, intellectual discussions and karaoke. She dislikes pop music, people who talk down to her, frilly outfits and unsafe work practices.

Background: Hailing from a mystical parallel world of magic and pastel cuddly creatures, Dr. Kurara Kuma Yashulu Grenagron (or just Dr. Kurara) is an older mascot who has recently retired from a long stint in the prestigious career of guiding young girls in the fight against evil. Having served as the mascot-cum-mentor for three separate magical girl teams (Shimmer Force FRESH, Magical Witch Team Pururu and Kirakira Sweet<3Heart Squadron), Kurara intended to settle down and resume her career as a distinguished lecturer at the prestigious Haroraro Magical University Of The Arcane Arts.

Of course, it was about that time that Haruka Sekaiju, aka Runic Bloom, showed up at her apartment. Sekaiju was looking for a specialist in the arcane arts to join a new organization dedicated to defending earth from the forces of evil and darkness, and Kurara was on the short-list of candidates to head up their occult research and analysis department. She gave Kurara the pitch, which included having full control of the facilities, generous bonuses and a chance to help people without having to wear a frilly dress.

She also promised unlimited booze, which sealed the deal with Kurara.

Kurara, on the whole, enjoys her new position. Sure, there's always some new crisis every week, and she often butts heads with the head of the ultratech research division, but it's a cakewalk compared to herding a group of prepubescent mini-skirt-wearing heroines of justice and friendship.

Kurara is a bachelorette but is still looking. She owns no pets. Her hobbies include reading romance novels, listening to people's woes, and craft brewing.

Powers and Abilities:

Flight: Kurara's preferred method of movement. As a magical mascot, Kurara is able to levitate along at surprisingly fast speeds with perfect maneuverability. When angered, she often uses this ability to compensate for her diminutive size by getting right up in her target's face.

Belly Subspace: The white fur on Kurara's belly is actually a portal to a subspace pocket that Kurara uses to store various objects and items. Kurara can easily hold up to several hundred times her weight in items inside her subspace, but the objects must be small enough to fit inside the circumference of her fluff. Kurara can instantly summon any item contained in her subspace to her paw with a mental command.

Ritual Magic: Kurara is a skilled, experienced thaumaturge and wonderworker, able to oversee and perform alchemy, ritual enchantments, and transmutations with skill and aplomb. While not useful in a combat situation (rituals do take a while and are often expensive), the usefulness of such support magics are not to be discounted.

Mascot Magic: Kurara is able to perform basic magical mascot tricks and cantrips. She can make things sparkly or shiny, instantly clean and 'prettify' a person's clothes, fire bright pink hearts out of her wand, and can use her wand as a flashlight and levitate small objects with a sparkly pink telekinetic field. She dislikes using these tricks, however, as she finds them to be somewhat humiliating.

Equipment:

ID Badge: As Sector Head, Kurara's ID badge grants her authorized entry to all parts of Sector V as well as certain parts of the other sectors. She, along with the other Sector Heads, is considered one step below the Director in terms of security clearance.

Wand: Kurara uses a magical wand as a conduit for her personal magic. The wand is a four-inch-long baton with pink and black candy-cane stripes, an acorn-sized blue gem at the tip and a big magenta bow.

Tablet: This six-by-six inch tablet PC serves as Kurara's personal workstation while she's out on the floor. Like much of the underground's computers, Kurara's tablet is more advanced and durable than a normal one due to its ultratech construction and components and has a direct connection to her sector's intranet. It's easily identifiable by the black and pink striped case she carries it in and requires her ID badge to access it.

Booze: Kurara likes herself some liquor and keeps an excellent selection of spirits, wines, beers and mixers in her quarters. She also has a private reserve that is made up of magical or supernatural alcohols, which are kept for her personal use only.

Skills:

Magical Girl Knowledge: Kurara is a veteran mascot and has advised several magical girl teams over the years. Though currently 'retired' from that duty, she is an easy source of knowledge on magical girl protocol and training.

Occult Knowledge: As she possesses three DMp (Doctorate of Magic (Practical)) degrees in alchemy, transmutation and general thaumaturgy from her world's magical university, Kurara is considered one of the best non-human experts in practical occultism and magic in the world.

Administration: Kurara is a competent administrator and runs her Sector with an iron claw in a squishy, pink-furred paw. She works diligently to make sure everything runs smoothly and personally wrote most of the protocols that the sector's staff follows.

Brewing and Bartending: Kurara's private passion. Kurara has an extensive knowledge of mixology, considering she worked as a bartender while an undergrad at magical university. Kurara has also brewed various magical liquors and spirits, though she is expressly forbidden from sharing these with normal people on account of their unpredictable interactions with human biology.

Advantages:

Respected Mascot: Kurara is from the land of magical girl mascots, and is considered one of their top scientists. Though she lacks true political power, she is well respected and her opinion carries some weight.

Unnatural Biology: As a mascot, Kurara doesn't quite follow the same laws of physics and biology that humans do. Her squishy body makes her surprisingly resilient to blunt force trauma, and she's blessed with a surprisingly deep wellspring of magical energy. She can also consume things that would make most humans ill: one favorite hazing ritual for new security recruits is 'Let's Do Shots With Kurara-Chan,' which rarely goes well for the victim.

Sector Head: Kurara is the current head of Sector V (Occult Research and Analysis) with all the responsibilities and authority that entails.

Protective Wards: Kurara has placed multiple protective wards on herself as a preventative measure. She is highly resistant to enchantments and mind control and attempts to read her mind almost certainly fail. She also has an auto-erecting magical barrier against offensive and disruptive spells.

Disadvantages:

Plush Physiology - Kurara is not a combatant. Her stubby hands can't really hold a weapon and would lose an arm-wrestling match against a toddler. In addition, her magic isn't exactly designed for combat. Her best option is to hide behind a bigger target.

I Need a mukyuu Drink... - Kurara is a functioning alcoholic, and enjoys human booze far too much. While it takes a staggering amount to get her drunk, she's unlikely to turn down a drink or five from a friend.

Magical Dependence - Unlike humans, Kurara needs her magic to survive. Effects that drain or distort magical energy are devastating to her if they get through her protective wards, and overstretching her magical supply can leave her defenseless and weak.

Name: Taizen Hironaka
Age: 59
Gender: Male
Stereotype: BADGE's Aging Master of Martial Arts

Physical Description: Taizen is a man who has clearly seen some shit. He stands about 5'6", though his poofy black afro makes up an additional two or three inches on top of that. His skin is the color of well-tanned leather, and his muscles are lean and tight on his frame. His eyes are deep set, his brow strong, and his nose protrudes over a thick mustache. His body carries dozens of scars, the most prominent ones being the one over his left eye and the two deep ones on his upper chest.

Though he does wear the BADGE uniform when he's ordered, he is usually stripped down and shirtless while working out or teaching, which demonstrates his shocking amount of wiry black body hair. He often wears a beat-up black leather jacket when off-duty, and is usually seen with an old-school Nintendo Game Boy that he plays. Taizen has a hearty laugh, a deep and gruff voice, and a very laid-back demeanor.

Personality:

Chill: Taizen is very laid-back and calm. He doesn't feel the need to prove himself to anyone and doesn't feel the need to boast about his accomplishments. He projects a very 'cool older uncle' vibe when he's around others and isn't judgemental unless you actively try to provoke him. Even then, he exercises self-control and restraint.

Manly: Taizen is very much a manly man, and very secure in himself. He is devoted to his martial artist lifestyle of training, exercising and developing his fighting spirit. He is most comfortable around fellow men and/or strong people and treats others with respect and dignity. He despises 'weak men,' particularly bullies and cowards.

Faded: Taizen is fully aware that his glory days are behind him, and his battle wounds are catching up to him. He strives to pass on his knowledge to his students and to the next generation, in hopes they will be strong enough to face the harshness of the world. He doesn't weep for himself, though he does wish sometimes he had just a bit more time.

Likes & Dislikes: Taizen likes meat, old gizmos, teaching martial arts and hot baths. He dislikes laziness, bullies, people who over-rely on technology and the cold.

Background: Long ago, Taizen was an over-talented street thug who used his muscles and genius at martial arts to carve out a territory in the heart of Tokyo. Known as the Delinquent King, Taizen thought himself unstoppable and unbeatable; even the Yakuza feared his strength. Then came a day when a young man with a heart full of righteous justice stepped into Taizen's territory and defeated him in front of his entire gang.

Humbled at his defeat, Taizen became friends with the younger man. Inspired by his new friend's sense of justice, Taizen decided to clean up his act and discover his purpose in life. Soon after, Taizen left Tokyo to travel the world, putting his natural gift for learning martial arts to good use. He trained under master after master; first in Japan, then throughout Asia before moving westward. As he traveled, he would often hear about his friend's exploits as a hero and kept in constant contact with him via letters and gifts.

The day Taizen returned from his world tour was the day his best friend vanished. Though he doesn't know why, Taizen always thought that, had he been around, he could have helped him.

Taizen resolved to pick up the slack in the wake of his friend's disappearance. Initially, he began offering his services to teach would-be heroes of justice. Recently, however, he has been recruited by BADGE to serve as their chief instructor in hand-to-hand combat. Still, he can't shake the odd foreboding feeling in the pit of his stomach.

Taizen is a bachelor, though he has had a few boyfriends in the past. He has no pets or children. His hobbies include playing Tetris, meditation and telling stories about his travels.

Powers and Abilities:

Chi: Taizen is able to tap into his fighting spirit in order to perform near-superhuman physical feats. With enough focus, he can shatter a tree with a palm strike, pull a city bus with his teeth, hold red-hot steel bare-handed and ignore wounds that would incapacitate a weaker man.

Equipment:

ID Badge: Taizen's ID Badge allows him access to certain parts of Sector VII.

Game Boy: One of the few pieces of technology Taizen keeps around. This ancient Game Boy is still in perfect working order, and Taizen often plays Tetris on it when he's not otherwise occupied. The Game Boy was a gift from an old friend of his.

Cell Phone: Taizen has a cellphone. It's not a smartphone; it can make calls and do simple texts, but other than that it's pretty basic.

Skills:

All The Martial Arts: Taizen is a genius prodigy at unarmed combat, and has mastered at least two dozen fighting styles including Uechi-Ryuu Karate, Aikido, Wing Chun, Baguazhang, Muay Thai, Bakti Negara Silat, Krav Maga, Capoeira and Sambo. He can flow from one style to another with unconscious ease, constantly shifting and combining his techniques and attack patterns to throw off an opponent's rhythm, and can read other fighters with relative ease.

Teaching: Taizen has a knack for teaching martial arts. He has a knack for figuring out the best fighting style for a person's build and body type and is a firm but understanding teacher. That doesn't mean he's going to go easy on you, however, as he is also relentless and unyielding when it comes to physical conditioning and practice.

Wilderness Survival: Taizen is used to being self-sufficient. He's comfortable in the wilderness and is knowledgeable in survival strategies and foraging. He could easily make himself comfortable in most environments and survive in inhospitable terrain.

Languages: Taizen knows a rough smattering of numerous languages thanks to his world travels. He knows basic phrases and can hold a simple conversation with most people, though he's only really fluent in Japanese.

Advantages:

Peak Performance: Taizen may be old, but in his prime, he was one of the fittest people on Earth. While not superhuman, Taizen has the body of an aging Olympic Athlete and has maintained himself well despite numerous injuries.

Martial Savant: Taizen is a genius at learning and understanding martial arts. He can master techniques in a few months that would take most people years of training to execute.

Disadvantages:

Ow, My Everything - Taizen has had a hard life, and his numerous battle scars and aches are catching up to him. While he's able to hold them off with exercise, hot baths and a bit of traditional medicine, he won't be able to keep going like this forever. Unfortunately, his pride as a martial artist prevents him from seeking advanced treatment.

Hopeless With Tech - When it comes to modern technology, Taizen is... ignorant, to put it lightly. He knows generally what a 'computer' is, but he's never seen much need in using it. Anything more advanced than his Game Boy goes right over his head.

Regrets - Taizen has one big regret; the loss of his best friend. He's pretty sure that one day, he and that man will face each other again on the battlefield. And that will be the day he dies...

Gender: Male (Ren), Female (Ran) 
Stereotype: Brother & Sister Ace Pilot Team

Physical Description: Ren stands 5'7", with broad-ish shoulders and an athletic frame. His skin is on the lighter side of the Japanese color spectrum, and his well-styled hair and eyebrows are bleached into a light brown. He has a perpetually stoic and slightly dour expression and rarely speaks unless he's in the cockpit. His gaze has a notable piercing quality to it. He typically dresses in unobtrusive suits and casual wear when not in uniform.

Ran stands 5'4", with an athletic frame for her age. Her skin is on the darker side of the Japanese color spectrum, and she wears her black hair long and unbound (unless she's piloting, in which case it's tied up under her helmet). Energy and enthusiasm pour from her every movement, and she's often got a cheery smile on her face. She dresses fashionably and often in bright colors when not in uniform.

Personality:

Protective: Ren and Ran are fiercely devoted to and protective of each other and their 'people,' to the point that they are completely down to destroy anyone who wrongs someone under their protection. The general rule of knowing if you're one of theirs is as follows; if you have to ask, then you're not one of their 'people.'

Friendly: When not on-duty, Ren and Ran are personable and friendly in their own ways. Ren is the quiet type that likes to sit, cat-like, in proximity to his buddies and quietly chime in when needed. Ran, meanwhile, seeks out people who look lonely or isolated and happily talks their ear off. God help you if they both decide to team up on you.

Ren - Stoic: Ren is the quiet, stoic type. He's not really good at the whole emoting thing and often speaks in a quiet monotone. His emotions often smolder under the surface, though he's typically in control of himself. He does his best to keep his sister in check.

Ran - Fiery: Ran is loud and hot-blooded in everything she does. Enthusiasm is the name of her game, and she plays to win. Everything is always a party when she's around, and she's pretty good at morale-boosting pranks and ploys. The only time this isn't in evidence is when she's at the controls of her Ikaruga.

Likes & Dislikes: Ren likes orchestral music, working with his hands, birds and green tea. He dislikes sour foods, alcohol, flight simulator games and cats.

Ran likes flying, cute clothing, beer and pop music. She dislikes monster movies, silence, the smell of hospitals and puzzle games.

Background: The half-Australian Toriyama siblings grew up with a rough home life. Their father, a stern and traditional RAAF officer, separated from their Japanese mother when they were 3 and 2 respectively, and their mother's job as a nurse often left them on their own. At the age of 9 and 8, their mother was killed during a Kaiju attack that struck the hospital she was working at, forcing the pair to live with their father in Australia.

As they grew up, Ren and Ran joined the RAAF and quickly rose through the ranks, becoming well respected due to their success rate in missions. Thier most notable successes occurred during an alien assault on Brisbane, where the two of them (working together in a single jet) shot down eight enemy fighters in a tense three-hour dogfight. It was this incident that brought the siblings to the attention of BADGE, who had been scouting pilots for the Ikaruga squadrons.

Ren and Ran are excited to pilot the bleeding-edge jet and have already demonstrated its efficacy in flight in the three missions they've flown. For this, they've been named the leads of Dingo Squadron, a fact that they're extremely proud of.

Ren is a bachelor and is looking for a girlfriend, though he is quite picky and refuses to date BADGE personnel. Ran is a bachelorette, but is not interested in dating; she's 'married' to her work (and some say, to her Ikaruga). Neither sibling has children or pets. Ren's hobbies include building and displaying Gunpla, playing chess and people watching. Ran's hobbies include sunbathing, karaoke and shopping.

Powers and Abilities: None. The Toriyama Siblings are both normal humans.

Equipment:

ID Badge: Ren and Ran's ID Badges allow them access to Sector VII and II, specifically the motor pool and aircraft maintenance areas.

Ikaruga Suits: Specifically designed for and tailored to each Ikaruga crew, these special suits allow the wearer to use the superplane to its maximum potential. Each suit is form-fitting and equipped with vital sensors, physical augmentation and interface leads that allow the users to fly and control the Ikaruga. The suits are also keyed to the plane's security system, meaning that the pilots must be suited up to even activate the plane.

UT/OCA-09 "Ikaruga" Aerospace Superiority Fighter Ran's 'darling.' See the Information thread for information about the Ikaruga fighters themselves. Ren and Ran's plane is designated 'Dingo One.'

Skills:

Pilots: The Toriyama siblings are both expert military aircraft pilots, with Ran herself being classified as an Ace by the RAAF. Both their skill and their experience has led them to be tapped as their Squadron's Leaders and Pilot of Dingo One. Both have also been trained and practiced in piloting the Ikaruga fighter.

Teamwork: This is the other reason why the pair is able to pilot an Ikaruga. The siblings have an almost uncanny bond that manifests itself in their precise teamwork and cooperation. Both Ran and Ren are willing to put their lives in the others hands, and they trust each other both implicitly and explicitly. When they're both in the cockpit of their Ikaruga, they're unstoppable.

Military Training: The siblings have survived boot camp, and are proficient in basic hand-to-hand and firearm combat, though they're nowhere as good as dedicated infantry fighters.

Ren - Problem Solving: Ren loves puzzles and mysteries, and he has excellent logical and intuitive knowledge. While this mostly manifests in his love for chess, murder mysteries and constructing Gunpla, it really shines in the cockpit when he's coordinating with Ran.

Ran - Social Skills: Ran is a social butterfly and is comfortable in a wide variety of social settings both formal and informal. She's quick to pick up on social cues and is usually the one that takes the lead when addressing people.

Advantages:

Physical Conditioning: Both siblings are in excellent shape, being career military fighter pilots. They're in better shape than civilians but are nowhere near the superhuman levels of some of the other BADGE assets.

RAAF Officers: The Toriyamas are ranking officers in the Royal Australian Air Force, even though they're 'on loan' to BADGE.

Disadvantages:

Devotion - Ran and Ren need each other to stay psychologically healthy. If one of the pair is taken down, the other will be a useless emotional wreck until they recover.

Mere Mortal - The Toriyamas are normal humans, with no augmentations or magic to aid them.

Prejudice: Aliens - Neither Ran nor Ren like aliens, mostly due to their experiences in their mission over Brisbane. While they can interact with friendly aliens, their attitudes are chilly and carefully neutral.

Obsession: Ikaruga - Ran is... uncomfortably protective of her Ikaruga, which she refers to as 'her darling.' Flying it gives her an almost erotic thrill, which only makes her love for the machine that much stranger. Though she is psychologically cleared for combat, both Snake Sector psyche personnel and her brother are keeping an eye on her.

Physical Description: Michelle is an even 5' tall, with a slim and slightly androgynous body and fair skin. Her hair is short and dyed a light teal color, while her eyes are a decidedly unnatural amber-gold color. Aside from her head and eyebrows, she has a notable lack of body-hair and keeps herself aggressively clean. She wears a pair of orange-framed glasses designed for far-sighted people. She wears casual shirts (often without sleeves) and usually has some sort of decoration on her arms or wrists in addition to her uniform pants. She has no finger or toe-prints: they seem to have been removed via chemical burn. She has no accent, speaks frankly and without honorifics, and makes direct and aggressive eye-contact with anyone she talks to. A common verbal tic she exhibits is repeating questions back to the person that asked them.

Personality:

Blunt: Michelle is brutally blunt and honest, to the point of often being tactless. She dislikes liars and politicians and refuses to involve herself in office politics or other shenanigans. However, she respects those who are direct and forthright with her, even if she dislikes what they say. She's often been ordered to apologize to those she's offended, though the sincerity of her apologies is questionable at best.

Orderly: Michelle is a very order-minded person. There's always an explainable logic to her actions, and she follows procedures that she lays down with minimal deviation when possible. While this can make her frustrating to deal with in some cases, those who understand her patterns and work within them find her quite agreeable.

Utilitarian: If there's one thing about Michelle, it's that she values usefulness above all else. Anyone or anything that proves themselves to be useful is automatically good in her eyes, and those who lack useful skills or try to exploit others is automatically bad. Attempting to convince her otherwise is an exercise in futility.

Likes & Dislikes: Michelle likes spicy food, math, excellently written code and being left alone. She dislikes crowds, bright lights, needles and any food with a dry or mealy texture.

Background: Nobody knows who Michelle is or where she comes from. Nobody in BADGE, nobody in the Japanese government, and nobody with any security clearance.

Even Director Seikaiju doesn't know anything about Michelle. She simply showed up in her apartment in Tokyo one day after a long day at work (having hacked the keycard door open) and simply stated 'I am here to work for BADGE.' Nor was the prior statement posed as a question, either. When pressed on her identity and past, Michelle refused to elaborate, save for saying she was human and that she was a gifted computer programmer.

When asked to prove her qualifications, Michelle proceeded to explain (and started to demonstrate before Seikaiju stopped her) how she executed a series of nigh-impossible cybercrimes that had occurred over the past eleven years (the scope of which would have landed her with multiple consecutive life sentences if she was caught), though Seikaiju could intuit that that wasn't the only thing she was hiding.

When asked why she did those things, Michelle simply replied, "I wanted to be useful. Then it was no longer useful. I want to be useful again. Would you like that?"

Seikaiju was faced with a problem. On the one hand, Michelle was clearly brilliant and would be a tremendous asset to her organization. On the other, she was a self-admitted cybercriminal and hacker on a global scale. It took some time and inner debate, but Seikaiju decided to accept Michelle's offer of assistance in exchange for protecting her.

Michelle now serves as the Head of Mouse Sector and then overseer of its Fancy Rat computer system. Due to the security risk posed if she were to ever fall into the hands of the enemy, Michelle cannot leave the base of her own accord without a heavy escort. Michelle likes this state of affairs just fine. Of course, whatever is in her past may still be out there...

Powers and Abilities:

Genius: Michelle is a super-genius by most normal metrics. While lacking in emotional empathy and judgment skills, her capability to learn, comprehend, process and remember information is ridiculous, and her decision/reaction speed is comparable to modern computers (even if her body can't keep up).

Memory: Michelle's memory is photographic and eidetic. Though she doesn't like discussing it, she's implied she can remember everything from the moment a few seconds after her birth. It's also clear that she's undergone some form of counter-telepathy training, given that mind-readers haven't been able to access her flawless memory.

Equipment:

ID Badge: As the head of Mouse Sector, Michelle's ID badge grants her access to all areas in her Sector as well as certain parts of other Sectors. She, along with the other Sector Heads, is considered one step below the Director in terms of security clearance.

Personal Workspace: Michelle carries a personalized ultratech laptop with her at all times, specifically calibrated and optimized for her use. Equipped with a selective holographic display, a 1.2 exabyte onboard memory and its own unique OS, this pale orange and black machine also serves as her programming rig and personal uplink to the Fancy Rat cluster (see Information for Fancy Rat). The computer requires Michelle's ID Badge, retinal scan and constantly shifting 42-character password to access.

Anti-Intrusion Ward: Michelle has politely asked for and was granted a special anti-telepathy enchantment on her mind, in the event that someone attempts to access her thoughts. Anyone attempting to read her mind receives nothing but mental static in its place.

Skills:

Master Programmer: Michelle is likely one of, if not the most gifted and skilled programmer in the world. The Counter-Quantum Algorithmic Security cypher that BADGE uses for its internet security? She programmed it. The OS used in the Ikaruga flight computers? She programmed that. Given the proper gear, motivation and time, Michelle could likely program anything anyone needs.

Master Hacker: While she dislikes boasting, it's reasonable to say that Michelle is easily one of the top five hackers in the world. Between her natural genius and knowledge of programming, she could hack through most internet security on her own. This is before she got access to BADGE's technology. The only thing stopping her would be hardware or software incompatibilities or another, equally-skilled counter-hacker.

Mathematician: Her skill at mathematics is comparable to her skills at programming. While she's hardly recognized for it, she has anonymously publicized a solution for the 'P versus NP' Millenium Math Problem that, while incorrect, did demonstrate the knowledge equivalent to multiple post-doctorate degrees in theoretical and applied mathematics.

Languages: Michelle is fluent in Japanese, English, French, Russian, Swahili and Mandarin Chinese. Any notes she writes is written in a weird cryptographic cipher that only she can really make sense of.

Administration: Michelle is an... okay administrator. While she herself dislikes the minutiae of ordering people around, she does make reasonable (if brutally utilitarian) decisions about her staff and work practices. She also has a few people that she reasonably trusts that she delegates things too.

Advantages:

Cypher: In terms of identification or records, Michelle does not exist. She has no government, medical, educational, hospital or criminal records of any sort, nor is she listed in any database that BADGE has access to. She has no accent or preferred language, and DNA tests show that she's 100% human (though she does have a mix of Norwegian, English and Italian ancestry). Nobody even knows her last name or birthday. Finding anything out about her is next to impossible.

Disadvantages:

Weird - Michelle is... off. Some of her behaviors (extreme memory and calculative abilities, lack of social awareness, atypical language expression, specific topic interest and echolalia) are consistent with individuals on the autism spectrum or Savant syndrome, though she seems to have no noticeable neurological damage, lack of motor function or other related impairments. Regardless, a lot of people are uncomfortable around her, and she has obvious difficulty in making friends.

No History - The fact that Michelle has no history or records whatsoever is extremely troubling to BADGE. The fact that she has absolutely no desire to discuss her past only makes it even more troubling.

One Trick Pony - Michelle is capable of brilliant acts of mathematics, hacking, programming, memorization, and basic self-care. Outside of that, she is essentially hopeless. Confronting her with something she doesn't know how to do (for example, drive a car or dress fashionably) causes her to either disappear to go study or to simply shut down. If it's a skill she doesn't see as 'useful,' it's likely to provoke the latter action.

Criminal Background - According to Michelle, she was responsible for an eleven-year-long series of 'impossible' cybercrimes against multiple corporations and organizations that, should she turn herself in, would land her in jail for the rest of her life. This information is strictly confidential. Of course, it's implied that she has darker secrets than that...

Physical Description: Fuyuhiko is a totally normal Japanese career bureaucrat. His hair is usually slightly ruffled, his face is well-lined, and his eyes (when not hidden by his shiny glasses) are dark brown. He dresses in conservative suits (usually blue or black) and sturdy shoes that befit his position. He often carries a briefcase and an umbrella with him wherever he goes. He is unfailingly polite, professionally pleasant, and often quite modest. He is usually completely unruffled by anything strange going on around him.

Personality: 

Bureaucrat: Fuyuhiko is a Japanese bureaucrat. He has a seeming mastery of small manners and polite conversation required for survival in government work, and comports himself as a quiet, though professional individual. He is not a ninja.

Dedicated: As a dedicated public servant, he is married to his job. Some people wonder if he actually has a home or life outside of work. He politely informs anyone who pries into his business that he does, in fact, do things other than government work. However, he is also dedicated to his duties (and not a ninja).

Not A Ninja: Fuyuhiko is not a ninja. He politely dismisses any evidence or statements to the contrary. Anything odd that he hypothetically might do (like, say, killing a minion with a well-thrown letter opener to the eye) is in fact completely ordinary and in keeping with the required skills of a Japanese public servant. Would you like some coffee?

Likes & Dislikes: Fuyuhiko likes his job, talking with co-workers, coffee, and traditional Japanese art. He dislikes messiness, government waste, misfiled reports and being accused of being a ninja.

Background: The Japanese government, like most governments, isn't always fond of secret organizations; even heroic ones like BADGE. Thus, to maintain contact and foster communication between themselves and BADGE, they have dispatched Fuyuhiko Hansou to serve as their liaison.

Fuyuhiko is a career civil servant, having worked for the Japanese government for decades. He is the quintessential bureaucrat and is exceedingly skilled at his job. Yet, for some odd reason, Director Seikaiju doesn't quite trust him. She seems to be under the impression (incorrectly, Fuyuhiko assures her) that he is, in fact, a special intelligence agent raised and trained since a young age by one of the few remaining ninja clans still in existence in Japan. Such an individual would be a dangerous and driven master of espionage and assassination, and would thus be perfect to place in a position that, should BADGE decide to become a threat, they could intercede.

Of course, such a thing would be purely hypothetical. Fuyuhiko is simply here to make sure things go smoothly and to ensure the Japanese government's opinions are taken seriously. He is, after all, not a ninja.

Fuyuhiko has a wife named Chiaki. She works overseas at the Japanese embassy in Washington DC. He has no children, but he hopes to correct that eventually. He doesn't own any pets. His hobbies include going for walks, watching television, drinking with colleagues and not being a ninja.

Powers and Abilities: None. Fuyuhiko is a normal human and does not have awakened ki, magic or superhuman augmentations.

Equipment:

Typical Japanese Bureaucrat Equipment: Fuyuhiko carries a suite of completely common items that any Japanese bureaucrat would have. He carries a black umbrella (that does not, in fact, have a thin blade hidden inside it), a black briefcase (that is not reinforced and can be used as a bulletproof shield), and various other items such as business cards (that do not function as shurikens), fountain pens (which do not have hidden resevoirs filled with poison and weighted to be thrown like darts), letter openers (which are not kunai), and tape dispensers (which cannot support the weight of a grown man or used like rope). He even has a handy container of breath mints (that are not just miniaturized smoke pellets) in his jacket (which is not lined with kevlar and resistant to puncture and light small arms fire).

ID Badge: Fuyuhiko's ID badge allows him access to certain areas that are required to complete his job.

Cellphone: Fuyuhiko has a cellphone. It's a perfectly normal cellphone. Seriously. It doesn't have a secure direct line to the Japanese government where he works, nor a concealed set of miniature listening devices or trackers that he can plant on people. That would be ludicrous, and something only a ninja would have.

Skills:

Ninpō: Fuyuhiko does not have a comprehensive knowledge of guerrilla warfare and assassination techniques thanks to years of training. He wouldn't know how to quickly incapacitate and kill people or minions with disguised weaponry or objects at hand. He is not a skilled hand-to-hand combatant. Fuyuhiko isn't a ninja, after all.

Ninja Movement: Fuyuhiko is not trained in avoidance and free-running techniques. He is not a limber, agile individual who can dodge and maneuver around obstacles (such as super-powered fights or destruction), climb nearly sheer surfaces or slide through small spaces. He is most certainly not a ninja.

Ninja Stealth: Fuyuhiko is also not trained in urban concealment, non-detection and misdirection. While he is an unobtrusive and unassuming individual, he is not trained to 'fade into crowds via mimicry and psychological tricks' or 'move silently and quickly like a ghost.' Such accusations are impolite, after all.

Espionage Training And another thing; Fuyuhiko is not trained in espionage and spycraft. He wouldn't know the first thing about information gathering, counterintelligence, and mundane intrusion methods, or how to break free and escape restraints. He's just a public servant, after all. Those are things a spy or a ninja would know.

Bureaucrat: Fuyuhiko, as a public servant and Liason to BADGE, is familiar with bureaucracy and its many idiosyncrasies. He is more than happy to push papers and provide information through the proper channels. He also has a comprehensive knowledge of the Japanese government's inner workings. He's very good at his job, after all.

Advantages:

Really Damn Athletic: While Fuyuhiko is not a ninja, he is very athletic. He clearly has a very intense workout regimen that keeps him healthy and limber, with lean muscles and excellent stamina. Good for him. Civil servants do need exercise.

Liaison: Fuyuhiko is the official liaison to BADGE from the Japanese government, with commensurate authority and power.

Disadvantages:

Mere Mortal - Fuyuhiko is a normal human, with all the faults and flaws implied by that descriptor.

Loyalty - Fuyuhiko makes it quite clear that his loyalty is with the government of Japan, and he will put his nation's interests first if push comes to shove. So long as BADGE isn't a threat to Japanese sovereignty or its citizenry, Fuyuhiko is more than happy to help out.

Expendable - If he were a ninja, Fuyuhiko would be viewed as an expendable tool by the Japanese government, and would likely to be trained to share that outlook on himself and his life. Such an outlook would be unhealthy in a normal person. Good thing he's not a ninja, isn't he?

The Facade Isn't Perfect - Fuyuhiko keeps finding himself in positions where, contrary to all logic and politeness, it would be useful to have a ninja. There are also moments (if you're very unlucky) when you catch him when he drops his guard and actually acts like an unflinching, driven, thoroughly dangerous ninja.

Physical Description:
Standing about 5'5" in height, Haruka is often seen in uniform when going about her duties as the commander of BADGE's Tokyo headquarters. When off duty, she preferred attire of choice would be flowing cotton dresses that reach just above her knees and calf-length boots. She occasionally has her hair tied in a braid or a ponytail.

As Runic Bloom, Haruka's green hair and eyes turns pink in color. Her outfit consists of a pink top and pleated skirt with green lining, light green boots with pink highlights, pink wrist cuffs with green highlights, and a tiara with an open flower on her head. A ribbon accentuates the front of her top with another at the back where her top and skirt meets. When becoming Magical Bloom, the wrist cuffs become arm protectors and her boots reach up to her upper thighs. The back ribbon is also longer while her tiara produces a circle of flowers over her head.

Personality:
Kind - Haruka looks for the good in others and would not hesitate to lend a hand to people who need help. She finds it hard to bear ill will on others, instead considering their circumstances. While this often puts her at odds with the authorities, she nevertheless pulls through in accomplishing her duty as a commander. She puts faith in the people she is assigned to, even if most would need more evidence to trust others.

Determined - she has faced adversity before as a magical girl and it shows when she acts as the commander. She's not one to give up despite failure and will work things out on how to succeed with the team.

Accommodating - Haruka tends to be too nice and ends up being taken advantage of by others. While most of the time it means extra work for her, there are times that she ends up in an awkward situation that she just had to bear with.

Background:
Haruka once lived during a time when gods and monsters roamed the world. Her family was one of many tasked with keeping an eye on the source of life - the World Tree, and she and her sisters were taught on magic and other skills to become a proper guardian of the great tree. She was barely in her teens when she and her sisters were sealed away by their parents in an obscure location, keeping them safe in ageless slumber from an attack by malicious beings looking to tap the World Tree's energies for themselves.

The four sisters were found by an archaeological expedition exploring the untouched section of Aomori forest, with the four awaking to find themselves in a completely different world where metal birds fly overhead and unusual steel beasts travel on the ground. They were adopted by a couple that was part of the expedition team, helping them adjust to the experience of culture shock.

The evil force that pursued the World Tree has survived, however, coming back as the organization of Desolace. In an attempt to find the World Tree once more they attacked the town where Haruka and the others were staying. With the help of the charms left behind by their parents, Haruka and her sisters were able to fight back against Desolace. They were also able to find out what happened during the time they were sealed away and eventually defeat the power-hungry organization.

Haruka eventually used her talents and abilities to become a horticulturist, developing medicinal plants that could treat a variety of illnesses. Her job had her travel around the world for a time seeking out rare plants and attempt to raise them in her greenhouse.

She and her sisters were sought out by BADGE when the organization was formed, initially assigned as section heads based on their capabilities. They were soon promoted to commanders of BADGE headquarters in Tokyo, Okinawa, Osaka, and Hokkaido respectively.

Transformation Device: Runic Heart
The Runic Heart functions as a focus for the sisters' magical powers, amplifying them into a physical manifestation when they raise the Runic Heart up and shout "Awaken, Runic Heart!". For Haruka, the Runic Heart releases a great amount of glowing petals that surround her, turning into her magical girl outfit on contact with her body.

Powers and Abilities

  • Enhanced Physical Abilities - Runic Bloom has enhanced strength, speed, and durability that is empowered by her willpower.
  • Spring Shower - Runic Bloom's primary signature attack, gathering magical energy into both hands. She then unleashes a shower of flower petals that purify the target of malicious energy. This attack has a more powerful version known as Spring Storm, which travels faster and with more force than the original version.
  • Runic Seasons Symphony - the Runic Season's first team attack, allowing Bloom, Blaze, Gust, and Snow to combine their magical power into a unified beam of purifying energy.
  • Magical Form - Haruka can assume an even more powerful form as Magical Bloom, further enhancing the magical abilities she already has.
  • Magical Seasons Orchestra - the most powerful team attack available to the Runic Seasons that can be used in Magical Form. Traps the target in a controlled territory from four sides with the purifying power of the seasons saturating the territory. The territory then implodes on the target to neutralize any malicious energy within.

  • Cooking - Haruka is a good cook, and her food is very popular with the most of the operatives and one of the reasons why she receives a great deal of letters.
  • Ancient Knowledge - Haruka has trained a good deal in the mystic ways even before history began, and is learned about most ancient entities.
  • Martial Arts - Haruka is proficient with standard martial arts disciplines and can fight unarmed or using weapons fashioned from her plants.
  • Herbalism - a forte of Haruka involving various remedies and concoctions from the plants she grows. Even base physicians would agree to their effectiveness.

Advantages

  • World Tree's Blessings - grants Haruka with incredible magical power, together with her innate ability to control and manipulation of plants. Haruka taps magical energy that originates from plant life.
  • World Tree's Lineage - being a guardian of the World Tree grants several benefits such as immortality, regeneration, and resistance against sicknesses.
  • Strength of Will - Haruka has an incredibly strong willpower, allowing her to resist most illusions and mind-affecting attacks on her.
  • Infectious Optimism - Haruka's good-natured personality tends to rub off on most people, improving the mood around her even in dire times.

Weaknesses

  • Metal Weakness - for unexplained reasons, any form of metal inhibits Haruka's incredible magical power. She refrains from wearing or carrying anything made from metal while she can, and avoids having one on her person for too long if necessary to carry one around.
  • World Tree Guardian - Haruka still has responsibilities as a guardian of the World Tree. It may be safe for now, but may end up being targeted once again someday.

Gender: Female
Stereotype: Head of Wolf Sector and a Tough Independent Wolfgirl

Physical Description:
Standing close to six feet in height, Odessa is often seen in uniform when going about her duties. When off duty, she rapidly sheds as much as possible, preferring clothing that lets her breathe and fits with her athletic lifestyle, usually little more than a small top and shorts. That this shows off an impressive set of abs and muscular, if lean, limbs is only a side bonus.

Her nature is on full display at all times, her white hair and brilliantly blue eyes enough to mark her out as something unusual on their own, while her fluffy, expressive ears and treasonously honest tail only serve to make her nature absolutely clear.

Personality:
Protective - As a cool aloof lone wolf, Odessa doesn't have something of a habit of getting closely attached to those around her. She does keep a close eye on her friends and subordinates, because that's her job and most certainly not because she simply can't bear the thought of any of them coming to any sort of harm.

Driven - Odessa's life has, really, been one set of challenges after another and she learned from a young age to simply throw herself against her problems until they gave in, no matter how many times she had to do so. If given a task she will see it done, usually at the expense of sleeping, eating or her own safety. She won't put others at risk, though.

Tsundere - She likes having some emotional distance between herself and others, no matter what her tail behaves like when people are 'nice' to her. She definitely isn't seeking anyone's approval, either, whether that person is the head of BADGE or the liason with the JSDF.

Likes - Being outside, running, positive attention
Dislikes - small confined spaces, being ignored, being called cute

Background:
The youngest and smallest of a rather large family of eleven, Odessa was also her father's only child. Her size and parentage quickly saw her pushed off to the side by her half-siblings and, thinking that her relative runtiness was to blame, she spent most of her formative years trying to build herself up in hopes of getting some sort of approval from her family.
When this failed, the dejected dog girl found herself unsure of what to do with herself and, lacking any clear goals, found herself enlisting in the JSDF where she quickly realised that she loved the organized sort of life there. Still, her nature did cause some distance between herself and her fellow soldiers, although a few of her commanding officers took her under their wing. When she heard that one of them would be working with some newly formed group, Odessa resolved to follow him there to keep an eye on him and make sure that neither of them got lonely. Not that she'd ever admit that, of course.

Powers and Abilities

Enhanced Physical Abilities - While not too much different from the usual human, Odessa's canine nature does give her a bit more strength than a human woman of the same age and condition, which is rather a lot.

Sidearms: Odessa carries a pair of BADGE-issued Multipurpose Anti-Minion Sidearm (MAMS), which serves as a combination blaster pistol, stun ray and vibro-knife. She also carries a few more knives as backups, both on and off duty.

BADGE Vehicles: Odessa is no pilot, but she's fairly good with most of BADGEs ground vehicles. As long as they don't have passenger seats, at least, as her driving seems to disagree with other people.

Skills

  • Tracking - Between military training and her own natural advantages, Odessa is extremely hard to shake once she has someone's trail.
  • Military Training - Odessa was, after all, a soldier in the Ground Forces and is highly skilled in close combat and quite good with small arms
  • Languages - Odessa has no special affinity for learning languages but over time she has picked up a few and is fluent in English, Japanese and several other languages
  • Art - She neither acts nor looks like it, but Odessa is something of a painter with a level of skill that isn't unimpressive.
Advantages

  • Canine Senses - Odessa's senses of smell and hearing are, like those of dogs, significantly better than those of humans, including some enhanced humans.
  • Military Rank - Admittedly she is now retired rather than active, and captain isn't all that high ranking, but she does have a few contacts outside of BADGE she can call on.

Weaknesses

  • Canine Eyesight: While better at dealing with low light and sudden motion, Odessa's eyes leave her somewhat nearsighted and has trouble telling red and green apart. She does have glasses that help with this, but losing them might cause some issues.
  • Social Skills - she doesn't really have any, outside of military formality.

Physical Description: Like the pic, but often with a cute nurse's hat and white coat instead. It does not help and she can barely fit into that lab coat. Lady's got a lot going on.

Personality:
Workaholic: With her divided brains, Maeko is never not working. She can be thinking over three different problems while holding a conversation and making a meal. She can still manage two if she slips into someone's bed. Getting her to actually stop and fully relax and be in the moment would require an absolutely heroic act.
Detective: There's nothing Maeko loves more than a medical mystery, the weirder the better. It's why she is the shape she is right now, but she wouldn't even entertain the idea that she should back off from the biological unknown. The mysteries of bodies absolutely fascinate her and she wants to learn them all. Never tell her "It's nothing" because she will never leave you alone until she finds out what's up.
Playful: Maeko loves to tease people, it helps put them at ease when confronted with her unusual appearance and it's also a way to enjoy herself even during her endless work. If she can get her patients blushing then they're not afraid of the needles!

Background: Maeko had found a passion in biology at an early age and she poured her whole life into it. Life and all it's variations fascinated her, the stranger and more varied the better. It helped that the aliens that visited earth were an endless stream of useful studies and she was one of the few willing to tackle this field with unrelenting enthusiasm. It's was the early 80's, she was in the prime of her life and things were a real challenge back then. She was slowly rising through the ranks of the governments secret research programs into life beyond our own when disaster struck. 

A virulent virus strain from off world got loose in the secret bunker she was working in and when it became clear this thing was wickedly fast adapting and had learnt to pass through her protective suit. It clear that if this ever escaped Earth could be wiped clean of life and Maeko was quick enough to realise the danger and lock the facility down, left to fight the virus on her own. Infusing her own body with cures almost as fast as it could mutate around them, she soon became desperate and began breaking into the stocks of alien materials looking desperately for a cure.

In the end she found one, though it involved entirely changing her entire genetic makeup, twisting her body into a strange hybrid of alien, human and octopus that the disease simply couldn't survive in. With a breath of relief she just had to wait for quarantine.

Due to the nature of the disease, that was twenty five years long and once you got past year two it really felt LONG. She spent that time learning how to use her new body and it's strange new brain and continue work, with food and research materials passed through the quarantine barrier regularly. The lack of content drove her to despair more than once but she endured and she was there to hug the hell out of old friends when the doors finally opened with more limbs than they could possibly deal with and accept a medal for her bravery that she was never going to be allowed to tell anyone about.

Feeling detached from the world after her long isolation and having trouble finding a job for a tall octopus lady, she was thankful when BADGE said they needed someone of her very unique skills and she's been working hard as hell for them ever since.

She still doesn't know how computers works. You can't teach an old Octo-Gal new tricks.

Powers and Abilities
Multiple Minds - Maeko is not only capable of using all her limbs at once, but actually holding six different trains of thought at a time. Holding a conversation, thinking about a new cure for an obscure virus and have a personal fantasy all at once is a pretty common occurrence for her. As is doing several different tasks with her all her arms, which is a bit mesmerising to watch. She can even take turns having them sleep, meaning that she never actually has to herself. She does now and then anyway, just so she can feel a bit more normal.

Regeneration - Octopus' can regrow limbs and so can Maeko! It's not quick but it's pretty thorough. It also makes her completely immune to any blood borne infection.

Equipment
Medical Kit - Always with her, it allows her to treat any basic injury or at least stabilise something until she can get to a real medical centre.

Skills
Xenobiology - She had little time to do anything but study while in quarantine and she's kept up on every development she can. She is an expert in the truly weird physiology of both the alien and the magical.
Genetic Engineering - Splicing your own genetic code takes some real work and the focusing effect of an impending apocalypse really helped her dive into the subject. She's an authority in the field on some quite odd parts of it and she's not looking to go back any time soon, she actually quite likes her new body.
Medicine - As part of her role in BADGE she's been studiously learning the most up to date medicinal treatments, even ones not yet cleared for public use. She delegates more of the treatment work but she wants to be sure that she can be authority to anyone serving under her. 
Administration - Maeko takes her job intensely seriously and as the head of the medical wing she doesn't tolerate sloppy work or laziness. She's happy to spend time helping people improve, but if she feels someone isn't willing to put the work in she'll quietly shuffle them off to somewhere less important. Medical can't afford to make mistakes and she'll do everything she can to make sure that doesn't happen. Tough but fair, she tries to remain approachable to her staff. She might ride them hard, but only because she wants her people to treat the work with the importance she feels it deserves.

Advantages
Tentacles - Long! Numerous! Strong! All very useful things to have for just two extra limbs, let alone eight.

Weaknesses
No Combat Experience - Maeko has never been in a fight. Ever.
Old fashioned - After twenty five years in quarantine, Maeko is still a bit out of date on lots of things. Computers in particular confound her. She never answers her e-mails if her Secretary has the day off.

Physical Description: Physically, Tsuki's appearance never changes.

Tsuki is 5'6 with a trim and athletically built body, his silvery white hair hangs down to his hips in with very subtle soft waves, though he often has it tied back or very simply braided.

In his face are set eyes of a gentle silvery powder blue eyes, skin smooth and flawless with a soft almost unnatural luminous quality and lips that look as though they were sculpted specifically for the art of love.

Personality:

Tsuki is a very intelligent man with a calm and serene nature, he is very open minded and willing to make friends with just about anyone that has chosen to align themselves with the forces of good... provided they do not demonstrate a vile and vulgar demeanor (rude and no social graces) as their normal way of operating, that would just get on Tsuki's nerves very quickly and he would distance himself from that person.

This prince of the moon has a very elegant and charismatic aura about him, but... that is not all there is to him, there is a mildly closeted dominant beneath the beautiful exterior... any lady lucky enough to get between the sheets with Tsuki will find a very passionate and attentive lover that will make certain without a shadow of doubt that his bed partner has the most memorable sexual experience of her entire life.

The only thing that break the gentle serenity within Tsuki is coming face to face with a servant of evil... of that, Tsuki simply cannot tolerate...

Background: Tsuki is the only son of the legendary Princess Kaguya of the Moon, he petitioned his mother to allow him to descend to Earth and do good for the world that had once given her so much joy, the world that taught her how to teach real honest love to her son... she immediately agreed to his selfless request and gave him two Earth years to spend on the beautiful blue and green planet doing good deeds.

The prince has heard of a group of heroes known as BADGE, he will first seek them out and start there in his quest to do good upon this planet.

Powers and Abilities
The royal family of the Moon has in their possession a sacred crystal given to them eons ago from their beloved goddess, Selene. This quarter sized glittering clear round crystal is always worn upon the person of the heir apparent, which temporarily endows the heir with a sliver of Selene's power upon activation.

When Tsuki presses the index and pointer finger of his right hand to the crystal fitted into a gem setting upon a pin he wears on his clothing and speaks the sacred invocation of Selene, he transforms into a the hero blessed by the Moon Goddess, the Moonlight Knight.

Abilities~

Grace of the Goddess- a brief but very special prayer offered to Selene will result in a burst of holy moonlight from the crystal worn by Tsuki, this light will engulf all in it's path... but those aligned with good need fear nothing, for this light will only smite the wicked and evil.

(The words to invoke 'Grace of the Goddess') Prayer to Selene: Mūnraito no megami, watashi no tangan o kiku... Anata no hareyakana hikari no naka no fujun'na mono o uchi nasai!

Translation: Goddess of Moonlight, hear my plea... smite the impure in your radiant light!

(Important Note: Grace of the Goddess has a six hour in game cooldown between uses and will only be used upon GM orders)


Travel by Moonlight- On nights with even a sliver of a moon in the sky, Tsuki can use to the moonlight to transport anywhere he likes where the moon still hangs in the sky.

The people of the Moon can all use this ability, the only difference is that Tsuki's people all live in the surface of the moon... granting them perpetual access to the ability, Whereas Tsuki is unable to make use of it when there is no moon or starlight in Earth's sky.

Power enhancement- When Tsuki where the sacred garments of the Moonlight Knight, his speed, strength and overall performance abilities are increased by 50% more of his normal during hours of night. 30% increase during the day hours.

Equipment

(After transformation) The Moon Sword- A holy sword imbued with the pure light of the moon, evil cannot stand for the blade of this sword to so much as touch them, it's purity enough to sizzle and burn at their tainted flesh.

The moon sword in the hands of the unworthy (not chosen by the goddess) with the intent to wield, will result in the the sword growing white hot with moonlight that it will burn at the flesh of the holder until they release it.

(Always available) Tsuki no Kesshō- Round clear crystal the size of a quarter fitted into a gem setting upon a pin.

Skills

Expert swordsman- Tsuki has been trained since he could walk to master the graceful art of the blade, he is unmatched by any of his mother's warriors in his skill and prowess with a sword.

Agility & Grace- Tsuki is a sight to behold in his movements, be it the way he practically flies about across the battlefield in such flawless grace and speed or just the elegantly graceful way that seems to be his very nature.

Tea blending- with herbs and spices from across the cosmos, including from Earth, being brought to the moon, Tsuki took a fascination with experimenting and blending them to create delicious teas, a graceful and elegant activity befitting a royal. He's become rather good at it, his rose and chamomile tea is simply divine.


Advantages

Intelligence- Tsuki is extremely intelligent and observant, it is rather difficult to pull one over on him.

Cool head- Tsuki has never really been too prone to panic or overreacting, giving him the ability to think his way of numerous difficult situations.

Good looks- Let's face it, Tsuki is drop dead gorgeous and that otherworldly beauty definitely can come in handy.

Ettiquete and refinement- Being a prince, Tsuki was brought up with all the manners, social graces and even the proper way to eat like a refined gentleman, his tutors taught the beautiful prince the whole kit 'n kaboodle. A prince must always impress his onlookers.


Weaknesses

Sunlight- During hours of daylight when there is no moon or star light, Tsuki suffers some fatigue and some of his abilities that absolutely must have moonlight are rendered unusable.

Cakes- Silly sounding, isn't it? However, they do not have cakes on the Moon like they have on Earth and Tsuki absolutely loves them, he can go quite bonkers over them if he isn't careful. He guards his secret passionate love for cake fiercely.

Stereotype: Former Mad Scientist and Sector Head

Physical Description: Dr. Kleinerman is a 5'9", skinny, stringy old man of mixed European and Japanese heritage. His grey hair is wispy and receded, leaving the crown of his head bare. His ears are large and protruding, and he has a decidedly pronounced chin. His eyes (and much of the space around them) have been replaced by a rather obvious cybernetic prosthesis, and there's a yen-coin sized metallic 'gem' on the center of his forehead. His skin looks like it's stretched over his body, and his chest and torso are studded with scars underneath his labcoat and clothing. He is usually grinning, and has a manic energy about him. His voice is surprisingly deep, and he typically speaks loudly and dramatically. He is almost always attended by a small squadron of flying drones.

Personality:

Futurist: Dr. Kleinerman doesn't consider himself as 'just a scientist.' He is a visionary, a vanguard on the bleeding edge of what humanity can accomplish with the power of science. He has grand ambitions and even grander ideas. He is quick to share his vision with others (or really, anyone who shows any amount of interest... or in earshot). He truly believes in the greatness of science and the glorious future it could bring, and often espouses transhumanist rhetoric.

Manic: Dr. Kleinerman is enthusiastic to an almost absurd degree. He is always on the move, always thinking and designing and researching and putting things into production. He usually has a dozen different projects going on at the same time. Which is good; the last thing anyone at BADGE want is for him to get bored. If he were to get bored... there would be trouble.

Immoral: Dr. Kleinerman's grasp of moral and ethical boundaries is... 'loose,' to put it diplomatically. He's the sort of scientist that haunts the nightmares of Luddites and early sci-fi writers. He fully believes that the power of science can do anything, and should be allowed to do anything so long as it advances the position of humanity. While he accepts the fact that he has to 'play by the inefficient rules of ignorant lesser minds,' he is quite eager for 'volunteers' for his experiments.

Likes & Dislikes: Dr. Kleinerman likes science, robots, human enhancement and large boobs. He dislikes magic, the supernatural, small children and anything inefficient.

Background: Once one of the scourges of Europe, the half-Japanese half-German Dr. Kazuichi Kleinerman pursued the path of science with gusto and aplomb. He possessed an impossible intellect even from an early age, graduating from university at the tender age of 10 before continuing on as an autodidact. When he matured, he began to experience the fugue state that he would come to call 'the madness place,' which allowed him to produce technology far beyond what his contemporaries produced. However, he was constantly stymied from presenting his innovations. Frustrated by 'the sheep-like ignorant masses' and the egos of 'the corpse-like establishment' of academia, Dr. Kleinerman began a career as one of Europe's most dangerous mad scientists.

At the age of 50, his machinations were stopped by a group of science-weilding, spandex-clad heroines, and he was brought to justice before the UN's special council for his many crimes. After this, he as imprisoned, presumably for life, in a special isolation chamber reserved for super-criminals like him. During his stint in isolation, Dr. Kleinerman claims that he was visited by 'The Source Of All Science' in a madness-fueled fugue state, which revealed to him a new purpose; to bring about 'an electrum age' of humanity where super-science laid low the forces of darkness. While the nature of the 'being' (if there was even such a thing) is unknown, what is known is that Dr. Kleinerman seems to have sincerely turned over a new leaf... mostly. He is now temporarily on loan to BADGE, with many eyes keeping careful watch in case he backslides into true villainy. He's fully aware that any violation of his parole will land him back in a small cell, locked away from what he views as his destiny.

Dr. Kleinerman is a bachelor, and is always on the lookout for pretty girls (especcially science-oriented heroines). He considers his servitors his pets, though he's hardly gentle with them. His hobbies include differential calculus, building new itirations of his servitors, and flirting (though he is well aware he's terrible at it).

Powers and Abilities:

Cyborg Enhancements: Dr. Kleinerman is at least 50% machine at this point. His eyes have been replaced with mechanical ones that grant him an enhanced AR display as well as microscopic and night-vision. His bones are inlaid with carbon-fiber to prevent splintering and breaking. Several of his internal organs (including his lungs, kidneys and most of his digestive tract) are replaced with super-efficient synthetic replicas that make him essentially immune to inhaled and ingested toxins and pathogens. He also has a forehead-mounted uplink to his drones and the Sector's intranet.

The Madness Place: Dr. Kleinerman is a certified mad scientist, able to theorize and design technology leagues beyond modern tech levels (aka ultratech). Of course, this requires him to drop into a fugue state he refers to as 'The Madness Place.' This state, which can last anywhere from an hour to several days, leaves him with dozens of blueprints but also physically and mentally drains him. He has no control over when he enters 'The Madness Place,' nor how long it lasts.

Equipment:

ID Badge: As the head of Crow Sector, Dr. Kleinerman's ID badge grants him access to all areas in his Sector and certain parts of other Sectors. He, along with the other Sector heads, is considered one step below the Director in terms of security clearance.

Servitors: The good doctor is usually attended by over a dozen of his 'pet' autonomous drones. These drones are the size of a large softball, with a single mono-eye and at least two tentacle-like limbs with spindly 'hands' on the ends. They hover via advanced anti-grav, possess a rudimentary AI and are commanded via wireless transmissions from Dr. Kleinerman's uplink. If the doctor is threatened, they produce miniature thermal lances, drills and vibro-blades and swarm the attacker like berserk piranha.

Personal Workspace: Dr. Kleinerman carries a self-built ultratech-derived tablet PC calibrated and optimized for his use. This neon-green machine is slaved to his cybernetic uplink, and has a massive amount of dedicated memory and a massive suite of design software built in. Only Dr. Kleiner can access it.

Skills:

All The Science: Dr. Kleinerman is a multi-disciplinary scientific genius. He's displayed doctorate-level proficiency in the fields of robotics, metallurgy, applied and theoretical physics, chemistry and aeronautics, and lesser proficency (but still sufficient) in at least a dozen other disciplines in both physical and biological sciences. To put it simply, there's very little he doesn't know in terms of modern science.

Ultratech Invention: Dr. Kleinerman is one of the few people on Earth that can reliably theorize and design ultratech machinery and devices. Most of the others are either institutionalized or evil, which should give you an idea of the sort of mind required to create hyper-futuristic technology.

Xenotech Experience: Dr. Kleinerman has experience with extraterrestrial or extraplaner machinery (aka xenotech), and he takes great pleasure at unravelling its secrets.

Villain Experience: Dr. Kleinerman used to be a villain in the classic mad scientist mold. While he has reformed himself, he has plenty of experience and is surprisingly genre-savvy, even if he himself often falls into those patterns of behavior.

Advantages:

Genius: Dr. Kleinerman is a genius. His IQ is literally incalculable, and his ability to craft ultratech simply pushes it further.

Sector Head: Dr. Kleinerman is the head of Crow Sector, with all the responsibilities involved.

Disadvantages:

Bad Boss - Dr. Kleinerman is... not a good administrator. He typically leaves the actual running of his Sector to various automated machines so he can get on with his 'actual' work. The director has to remind him (often multiple times a day) that his subordinates are people, not 'experimental subjects in potentia.'

Prejudice: Magic - Dr. Kleinerman loathes the occult. He views 'magic' as either utter drivel or science that has yet to be explained. He and Dr. Kurara get along about as well as nitroglycerin and a hammer; she views him as a dangerous lunatic, he thinks she's an absurd talking doll with delusions of grandeur.

Former Villain - Despite his uses, Dr. Kleinerman is a former villain. While he is technically reformed, there are a lot of people keeping a very close watch on him in case he should backslide.

Tech-Reliant - Dr. Kleinerman is a cyborg. While his mechanical bits are well shielded against EMP and other attacks, he is still vulnerable to such attacks and can be taken down if his machinery is damaged.

Pervert - Dr. Kleinerman is a dirty old man. He can't resist a pretty face or a particularly impressive figure to the point of distraction. While he refrains from anything untoward (he is a gentleman of science, not a rapist), he can't resist the occasional leer or bout of terrible flirting.

From the looks of it there's three items listed in Omotsuki's Powers and Abilities - one being the blessings granted by the Moon Goddess and the other being his signature attack and the ability to travel places as long as the moon is somewhat present.

There are only two in the powers and abilities. Grace of the Goddess, which is I suppose you could call his special ability (in video game jibber jabber). The other is a racial ability, all of the lunar people can use moonlight to travel... the only thing is that Tsuki has to wait for when there is some kind of moon in the sky, but his people given that they live on the moon itself, can use this ability any time they want. I'll make sure to specify this.

Agility & Grace sounds like it would be more fitting under Advantages, Expert Swordsman would be the application of Agility & Grace for weaving and fighting around. Maybe he knows some lore that other characters are not quite familiar with, or even some non-combat skills such as Etiquette and Calligraphy, or Medicine and certain types of food preparation.

Not necessarily, I have to disagree there. Just because a person is fast and graceful, does not mean that they will have the knowledge and skill to hold and swing a sword correctly, let alone on a master's level. That takes time and practice. A lot of practice.

I will however take the advice of applying some skills he may have attained through his royal upbringing.

Nope and Nope, Tsuki would just be arriving on Earth, he would be very newly recruited by BADGE, perhaps even know of their existence and seek them out.

Earth is going to be very new and fascinating to Tsuki.
