What are the rules for incest?  Is it allowed as long as both characters are over 16 ?

It is allowed as long as the other rules are followed, including the 16+ rule.  If something isn't specifically prohibited it should be fine.

Yep. There aren't many limits on content you can write here. Pretty much any kink or fetish can be explored so long as they don't involve sexualizing minors. That's really the only topic that's expressly forbidden here as far as I know.
