Graham and Blumenthal propose article 5 response to Russian nuclear use

Making its own thread because this goes a bit beyond just Ukraine.

The resolution itself is a bit more broad, additionally covering use by any 'proxy of Russia' (Belarus being specifically named) or tomfoolery with Zaporizhzhia (I don't blame Blumenthal for not trying to pronounce it).

To be clear, it is my understanding this is already the plan. Last year threats regarding the ZNPP were made, the Russian ambassador was summoned, and the the threats suddenly stopped. Similarly the idea of treating any use of nuclear weapons or nuclear power plant damage as worthy of Article 5 by Poland or Romania has been openly discussed by NATO leadership.

I believe the aim is for the US Senate to make political support for this plan explicit, to both Putin and his direct underlings.
