Yes! If you are bringing in an NPC (as long as they are truly not a played character and just someone along for the trip in order to serve your character's arc/storyline), that would count for this section, and if you have a connection in the works with someone else that pairs your two played characters together, then go ahead and list them out in this section.

I would love to have a concierge or a masseuse! I was considering how many roles of staff I'd have to NPC, so if there is a lot of interest in staff characters, I might have to change some things around and let people make more than one staff character. But we'll see!

With this big a resort, I'd think there'd be multiples of everything. Concierges,  wait and staff, activities leaders, guides, masseuse/massuers, cleaning staff, entertainers- hell, porolly even a few escorts wandering around!
