Fallout 3 hasn't been released yet. Betheseda Software is releasing it right after Oblivion and Call of Cthulhu comes out.

These are the docs from Interplay, before the project was canceled. Several have been uploaded at No Mutants Allowed, and I've been picking them up from there. Bethesda didn't get them as part of the deal, so they can't use them, and Interplay scrapped the project, so they won't be using them either. Bethesda hasn't released anything about the Fallout 3 they're going to create (hopefully it'll be good), and if they had they wouldn't release this kind of stuff.

Never played Fallout, so you lost me, I'm afraid.
The setting's actually pretty easy to deal with. Mostly think Mad Max kind of stuff, with a retro-sci-fi feel (i.e. computers are huge and use tape drives, robots tend towards the clunky side, etc.). Check out www.nma-fallout.com and look for the Fallout 1 and 2 info if you need data, or I can try to provide.
