Well I am thinking that they would start out as strangers.

Perhaps they take the same journey to work and the guy fantasises about the beautiful sexy girl as he follows her every day.

Somehow (can be worked out in the story) he is able to start manipulating her and his fantasies begin to come real.

Perhaps he finds himself imagining that the next day she would change her hairstyle or wear more sexy clothes and the next day she does just that and soon he realises quite how much control he has over her. He can control her mood and make her get aroused so she teases him on the bus till finally he can actually make her do whatever he wants as his power grows.
