anyone know what that means?

"Me to" makes the sentence make even less sense.

Maybe it was "... who am I but me to me?"

Sort of kinda makes sense in the same nonsensical way.  I think.

I think the last sentence  becomes clear if you punctuate it as follows: 
If you are 'me' to you, then who am I but 'me' too?

In other words, all of us are 'me' to ourselves.  And anything that affects 'me' is going to affect any other 'me' - although not necessarily in the same way.
