You really shouldn't be getting anywhere close enough to ask a whether a passage is or is not, essentially. The easy way to determine explicitness is, "if you have to ask, then it's probably not okay."

Use your best judgment. There's really no clear way to explain it further.

For me PG-13 certainly includes cuddling and kissing and romantic thoughts but once hands go under clothes, or clothes are removed or hands grab places that are usually covered by clothes or people use four letter words, you've reached the limit.
