A twisted superhero-themed world (GM seeking single player)

This world is heavily inspired by the comic and currently TV show The Boys.

Superheroes are an actual thing, with their garish costumes and majestic capes. Some of them might even have actual superpowers. The twist: they're massive jerks. Some of them are even the true villains of the story.

These heroes play nice for the camera, garner good PR and sell merchandise. But behind the scenes, they get away with murder... some literally.

Plot hooks:
1. The innocent. An idealistic, naive superheroine who is desperate to get into the upper tiers of the biggest Superhero League in town. Her application is accepted, but she is put through a humiliating hazing ritual and her degradation has just begun. Superhero business just isn't what it looks like behind the curtain.


2. Superostitute. An adult entertainer (stripper, porno, hooker, whatever) has been servicing both superheroes and supervillains for years. What happens when a trigger event happens and the long-dormant Supe genes within her awaken?

3. The Cop-killer Killer. Her husband/fiance/brother/etc was a good cop in a city of Supes. And then he died, and no one seems to care. What's one less cop in a city of Supes? That was the day she became a vigilante. Armed with knowledge of how to fight and a few enhanced abilities, she takes her fight to the streets.

4. Supe Groupie. Like many young women, the sight of a heroic dude in skintight spandex turns her on. She'd do anything to get the attention of one of these guys. Perhaps start off small, with a street vigilante. Her ultimate dream fuck is a flying caped strongman, and there's little she won't do to achieve that.

5. Superheroine Conquest. He's a villain with a hard-on for sexually humiliating superheroines. The bigger the better. Maybe Mommy never hugged him enough, maybe he has unresolved issues from being rejected by popular girls as a kid, who knows? What we have as a result, is a dangerous criminal with a powerset  that is used for the pettiest of purposes.

Superhero facts:
Most of them wear a mask, except those that don't have alter egos (having been outed long ago). Because if your real face is everywhere, you're not going to have much of a private life.

Superman-level or X-men powers are exceedingly rare. You have people who are strong or inhumanly mighty, tough or bulletproof, quick or super-speedy, but not all at the same time. Most superheroes are Daredevil-level.

It's a man's world in there. Women have to exploit their sexuality to get anywhere.

All Supes are born with super-powered DNA, kind of like the X-men. More than 50% of them live their entire lives without finding out they have powers. Some experience physical or mental trauma that causes their powers to manifest, perhaps late in life.

And some discover their powers early, in childhood, perhaps even as soon as they are born.

All children with super-powers are enrolled in a programme funded by a shadowy organization that also sponsors the education of these children, up to university. There are only about a hundred such children in Detroit, some gleaned from neighbouring cities. Every weekend, they attend special courses where superheroes make an appearance and impress upon them the importance of keeping their identities secret. They undergo medical tests to keep track of their powers. Some of these children may even harbor hopes of joining a junior Superhero group once they turn 16, and perhaps a bigger-tier league after that. Some may be employed by the organization as non-costumed supes, hiding among civilians in plain sight.

And yes, some become super-villains.

Social commentary:
Yes, this game is pretty much an analogy of Hollywood.

There will be sly digs at Social Justice and Woke Culture. If you require Trigger Warnings for anything and don't have a clear line between reality and fiction, this game is going to offend you.

Sexual content:
There will be sex. Lots of it. The environment is saturated with it. The Supes are a bunch of hypocritical hedonists.

Not all the sex is going to be sexy. Your character doesn't have to be involved, but it will be part of the scenery.

Story:
While there's going to be a shit-ton of sex in there, that doesn't mean you get to just jump in and have me do nasty things to your character. Even smut requires context. If your character is just some literary masturbation tool (not that there's anything wrong with that), you're missing a huge chunk of possibilities.

So yes, there's going to be a plot. And you're going to help me write it.

Superhero creation point system

The level of a superhero is the combined classes of all the powers he or she has. A major superhero has about 5 total levels onward. Most of your run-of-the-mill Supes have maybe 3 to 4.

Enhanced is slightly above maximum human level
Super is double maximum human level
Mega is ten times maximum human level
Limited means either in power or scope. For example, someone with Limited Energy Manipulation (solar) can maybe fire off solar beams of moderate power from his eyes, but can't manipulate solar energy in any other way.
Greater means either in power or scope. The effects are varied. Two Supes with Greater Energy Manipulation (solar), for example, could both fire off solar beams, but Supe A's beams are from his eyes while Supe B's beams are from his hands. Supe A is able to fill an area around him with sunlight, in a mile's radius. Supe B can create intensify heat from the sun in a hundred-foot radius. Things like that.

PHYSICAL
All of these powers are always on. No activation is required, and they cannot be turned off.

Class 1 Powers
1. Glide
The ability to ride gravity and air currents. Basically you fall as though you had a parachute strapped to your back.
2. Enhanced durability
The ability to remain unhurt from attacks of physical force or internal injury. Can still be knocked down, but will not be hurt.
3. Enhanced resistance
The ability to remain unaffected by the object of resistance.
4. Enhanced strength
5. Enhanced speed
6. Enhanced agility
7. Enhanced stamina
The ability to function without rest.
8. Enhanced sense (sight, hearing, etc)
9. Special Attack (poison bite, claw, sting)
10. Enhanced Cognition
The ability to learn.

When the hero concentrates, he an "blink" in and out of this dimension at a very fast rate. One moment he's here, one moment not. These means that attacks hitting him at great speed, such as a bullet or a moving vehicle or even a swung bat, will probably go through him. But unless he's being propelled into a wall by a cannon or has Super-speed, he can't phase through it.

CONDITIONAL POWERS
Writing this down because many people don't really understand how to use them in Character Creation. If in doubt, don't use them.

Some of the heroes have conditional levels. This is represented by a period (.). For instance, Aviana is a level 5 hero. Her actual level is 5, while her conditional level is 7. Thus her total level is written as 5.7.

Conditional powers are either extra powers, or more powerful versions of the hero's existing powerset, that are present under specific conditions.

Examples.
Aviana - Flight, mental command (birds)
Conditional powers: Super-speed (class 2)
Condition: Only while flying
Base level: 5
Conditional level: 5 + 2 = 7
Total level: 5.7

Mr Midnight - Greater Invisibility, Enhanced Durability, Glide
Conditional powers: Super-durability (class 2), Super-strength (class 2), Super-speed (class 2)
Condition: Only from midnight to 1 am.
Base level: 5
Conditional level: 5 + 2 + 1 + 2 = 10 (Since he already has Enhanced Durability, Super-durability only adds 1 to his conditional level)
Total level: 5.10

Cowl - Limited Invisibility, Enhanced healing
Conditional powers: Regeneration (class 3)
Condition: Only when visible, and exposed to sunlight
Base level: 2
Conditional level: 2 + 3 - 1 = 4 (-1 because Limited Invisibility cannot be active at the same time as the Regeneration)
Total level: 2.4


NOTES


1. Conditional powers are meant to provide some flexibility as to what your character can do. They're not meant to give your character a whole plethora of powers while remaining low-level. If you want to make a high-level character, make a high-level character.

2. Conditional powers function at full effectiveness under certain conditions only. These conditions cannot be the default. You cannot specify a condition which is akin to granting your character the power with no limitations.

For example:
- Aviana has super-speed only with regard to flying, and not any other action. (ACCEPTABLE)
- Being able to fly only where sound can travel (NOT ACCEPTABLE - that's just about everywhere except in space. Since no other character has the ability to breathe in space, no other character can fly in space anyway, and allowing that conditional power is akin to granting the full power).

3. Conditional powers are additive only. They give your character extra powers. They don't make him or her extra powerful while imposing weaknesses. Weaknesses are already incorporated into regular powers.

For example:
- Tangerine gets extra powers up to an hour after a dose of Vitamin C. (ACCEPTABLE)
- The hero is able to regenerate, but gets a blinding headache everytime he does so. (NOT ACCEPTABLE)
