That little bubble

Running windows 7, that little bubble that shows up when you run over an incomplete thread title, saying the whole title. Sometimes it flashes up for maybe 1/3 of a second, and you can't read what it said. Is there a way to make it stay up for a little longer?

If I leave the cursor over the title, the bubble remains... currently using google chrome.

Tooltip duration is a preference set in your application or OS, really.

Thanks Veks, found the instructions and did a regedit and it works great now.
