Messages not appearing in shoutbox

I have tried to post in the shoutbox various times but my messages are not appearing there. Does this means that I don't have access to the shoutbox?

Well, if you can see the shoutbox, you should be able to post in it.   Are you hitting the submit button when you type a message?

Ah! I hit enter and it didn't appear but it appeared now that I hit submit.
