System-based Modern RPG: Players wanted!

I would like to test out my RPG combat system with a group RP session.Please note that I will be keeping track of all your stats for you; the only things you need to worry about are what to do in combat and how to allocate your stats.

This RP is set in the megalopolis of San Lironus in the year 2037. The overlapping cities are all lead by one Mayor Albert Drake, whose laws emphasize security over freedom. Security cameras and guards are on every corner of every street and in every room of every building, and numerous measures are made to ensure that there will be no revolt against the government. The government has complete control of the market so that the civilians can't abuse it. You are not allowed to speak against the government, lest you be punished. Because of this, they also have control over the media, erasing anything that would inconvenience them and replacing it with their own lies, touting them as fact. All of this is helped by the aid of a powerful supercomputer, Frater Major, that acts as Drake's all-seeing eyes and all-hearing ears, since it manipulates every camera and controls all TV programming in San Lironus, often broadcasting "inspiring" messages from the mayor himself proclaiming the "glorious achievements" of this city-state, most of which are probably lies to begin with. Are you, as a citizen of the dystopian megalopolis of San Lironus, going to stand up for this? Do you want a revolution?

San Lironus is broken up as follows:
Central City: The central circle of the megalopolis, with all the other districts forming a ring around it. The buildings here are taller than anywhere else in San Lironus, but the tallest of them all is the Grand Citadel, which is so tall it can be seen from anywhere in the city. This important building is home to both the mayor's headquarters and Frater Major's mainframe. Only government officials are even allowed within 100 feet of the citadel, however. The boundary between Central City and the outer cities is marked by a canal that forms a perfect ring around it. The bridges to the other cities serve as security checkpoints.
Trolsco City: The northwest corner of San Lironus' outer ring. This city was built on hilly terrain, and the area is prone to earthquakes. Trolsco is famous for its futuristic hover trolleys used for mass transportation.
Vicarn City: The southwest corner of the outer ring. Home to myriad forms of entertainment. While gambling is illegal in San Lironus if it isn't controlled by the government, the mafia has set up quite a few hidden casinos if one knows where to look. There is even a casino cruise ship that sails the circular canal, boarding from this city only.
Karuzahn City: The northeast corner. Originally a city founded by immigrants from the far east, all foreigners are required by law to live here by law, and as such the buildings' architecture is a bizarre mixup of the various countries that this city represents. This city is the site of the Embassy of the Democratic Republic of Carmelia, which presently houses their ambassadors, a rock band called the Chainbreakers. They are using their diplomatic immunity to hold concerts all over San Lironus, performing rock anthems about a world free from the oppression of Frater Major.
Despahr City: The southeast corner. The slums of San Lironus where the poor and homeless often end up. There is less surveillance here compared to the other cities, so there are a lot of rebel factions plotting to overthrow the government here. Conspiracy theorists will tell you that the Empire of Granbrom, a country that San Lironus is not on good terms with to say the least, has set up a secret base right under their enemy's nose, and that it's probably around here somewhere.

If you are interested in this RP, please start by filling out your character sheet as follows:

Age: (Optional)
Occupation: (As long as it fits in the setting.)
Appearance: (Height, weight, eyes, skin, physique, apparel...anything that describes what your character looks like goes here)
Background: (If you want to be in this RP, your character will have to be living in or visiting San Lironus for some reason or another by the time the RP begins)
(The next part of your character sheet is the combat sheet. If you do not fill this out, your character will not be able to participate in combat, and if you intentionally put yourself in harm's way your character will be immediately killed if you fail to fill out the combat sheet.)
Strength: (Determines how much damage you do with weapons, and what weapons you can wield)
Dexterity: (Affects your ability to hit and dodge physical attacks, as well as your Initiative when determining turn order)
Constitution: (Determines maximum hit points (HP), resistance to physical attacks, and affects what kinds of armor you can wear)
Wisdom: (Determines maximum tech points (TP), resistance to magical attacks, and how powerful your skills are)
(You have 67 points to distribute between these four attributes. Each attribute must end up having between 10 and 23 points. You will be given 7 additional points to add to your attributes each time you level up. The highest any attribute can go is 255.)

Once you are done, I will be assigning your character's derived stats and starting equipment. You have a weapon slot, an armor slot, and an accessory slot. I will create your starting equipment and its stats based on your character's occupation, appearance, background, and starting stats, as well as start you out with 3 items in your inventory, and 100 liros (the game's currency). You also begin with one simple skill, and will learn more over the course of the campaign. If you would rather specify what sort of equipment, items, and/or skill you would like to start out with, please do, although your request may need to be modified for balance.

Background: Jack always liked crafting things, and has already tried a lot of things in his life, making him something of a jack-of-all-trades. He is currently attending the University of Lironus and studying hard to earn his Engineering degree. He spends his free time seeing what he can build out of spare parts from a nearby junkyard.

Background: Jessie is a drifter, moving from town to town, stealing what he needs to survive. One day he drifted into town, not realizing the security here was on near lockdown. He has stuck around, mainly due to the fact that he doesn't have the money to get out yet, and he enjoys the challange of trying to break this seemingly "uber" system.

Thank you for the test run. I am also fairly confident that my system will work at higher levels as well, provided the myriad of skills everyone has by that point are all balanced.

I'm considering increasing the XP and Liro rewards so that you won't have to fight the same monsters over and over to level up, since the whole battle process has to be done manually and it's not automated like a video game...

I would also like to say that you should invest in damage-dealing specials since both of you have your WIS score so high. While you were dealing around 15 damage with regular attacks, a level 1 tech would have done over 30 damage easily.
