Ballots were moved out of the vault for an unspecified reason, except for a declaration that they were just as secure.

Ladies sneak back into the ballot room to test the integrity of the labels, etc.

Meh.  In any large event, you can always find anomalies and things that don't go exactly as planned, or things that just can't be explained.

What is an anomaly but an event, big or small, out of the ordinary or unplanned in an organized event?

That's true, but one would think that they would know the seals don't stick.  If they don't know that they they are incompetent.  Course, that's always possible, too.
