Leadership within the alliance of Superheroines and Supervillains

Superheros and heroines, Villains and Vixens alike are all loosely led by one leader.

For the most part Vexens are led by a Villain and vice a versa while Superheros are led by heroins and vice a versa.  This seems to be a result of those who have the skill and power to hold the position. 

These leaders are for the most part born with the skill to hold the position.  It takes one of a vast array of powers at his or her disposal to successfully rule.  These superhuman creatures are known to have incredible egos and do not fall in line so easily unless they are shown that to not follow the line will mean swift action against them is imminent and that it would be more than they could handle resulting in their humiliation first and if necessary physical harm to neutralize them.

Males tend to have an easier time navigating the world of vixens and heroines as the opposite is also true for females managing to run the heroes and villains with more skill.

Part of this is do to the fact that males are more easily neutralized by female superpowers and the opposite holds true as well.  Therefore a leader of either can often confront the rogue super being and with a show of individual force convince them that they need to back down. 

However there is more to the job than policing.  Often the work involves politics and a politician must be adept at garnering respect (often through fear, but often through stroking egos at the right time and building consensus through meeting the needs of one or two hold outs who hold  the key vote on an issue.

What happens when a superhero winds up masquerading as a villain ruling the vixens.  What motives does he have?  Is it personal gain or is it similar to a double agent?  I tend to think it the later but if you seem interested in this rp please let me know and please add your input.   Thank you.
