A variety of plans in most major counties at a variety of price ranges, covers pre-existing conditions (after one year) and people just have to choose what coverage they want and can pay for. It demonstrates a little government nudge, some give and take on what insurance must cover and putting out a mandate can provide health coverage for the uninsured can get results. All States should follow suit.

Or how about adapting the Finnish health-care system for the United States, thereby providing public medical services at clinics and hospitals are run by the municipalities (state government)?  It is not only one of the most comprenensive European models of health-care, but an enormously popular one; 88% of Finnish respondents were satisfied compared with the EU average of 41.3%.  Public spending on health-care is about $4500 per person annually, less than the price of a comprehensive private insurance plan in the United States.

 I think part of the problem is the coverage that is required by law in most states. The basic coverage is for things most people do not need to worry about at a young age, and it should be an optional program. no one should be forced to be enrolled. The young and wealthy (those making enough to cover their needs, whether it is a few hundred thousand a year or more) do not necessarily need a governmental plan. If the regulations would be eased so a person could make a plan that people could customize, that would help to.

And keep people from using it frivolously.
