 I think part of the problem is the coverage that is required by law in most states. The basic coverage is for things most people do not need to worry about at a young age, and it should be an optional program. no one should be forced to be enrolled. The young and wealthy (those making enough to cover their needs, whether it is a few hundred thousand a year or more) do not necessarily need a governmental plan. If the regulations would be eased so a person could make a plan that people could customize, that would help to.

And keep people from using it frivolously.
