Proper World Building Etiquette?

I'm creating a world that I'd like to open up for group RP, is it improper etiquette to post the details of it in the World Building Thread, then 'recruit' for RP'ing within it in the Group RP thread? (I'd link the world building post for background and what not)  OR is it 'more' proper to post the entire thing in the Group RP thread since that is pretty much the reason I designed the world?
I suppose I should note that I've got plans that will 'change' things as the RP progresses, as well as some quest like RP ideas that I might put in for participants.
