They cannot be too far ahead of the humans. besides that, no restrictions

Right now there is none, but who knows what happens? also, piracy and smuggling are common.

Also, would maybeeeeeee, taking some information from another locations(Mass Effect...yeah...) and using that for a species basis, yes or no?
